Exxon shuts oil pipeline after "major" pipeline spill in Arkansas

NEW YORK (Reuters) - Exxon Mobil has shut a crude oil pipeline after it ruptured near Mayflower, Arkansas, spilling thousands of barrels of oil, the company said.

The 20-inch Pegasus pipeline ruptured on late Friday afternoon and a few thousand barrels of oil had been observed, Exxon said in a statement. Local media reported the spill occurred in a subdivision.

Federal, state and local officials were on site and the company was preparing a response for a spill of more than 10,000 barrels.

The U.S. Environmental Protection Agency had categorized the rupture as a "major spill", Exxon said, and 22 homes were evacuated following the incident. Clean-up crews had recovered approximately 4,500 barrels of oil and water.

The pipeline carries crude oil from Patoka, Illinois, to the Gulf Coast.

    It's a VERY weird thing... supposedly, you can use .CalendarMonthBackground or .CalendarTitleBackColor, but I can't get it to work. The properties are in the property list, they're in the docs too, but it doesn't seem to work at all.

    Yes, weird. It seems that MS in their wisdom haven't filled in these properties (excuse the silly pun! groan).

    There is code here at SO to achieve this, but it is in C# and needs translation; but it requires creating a custom control that extends DateTimePicker.

    Just a couple days after we got our hands on Tenya Wanya Teen's crazy 16-button arcade stick, we were treated to its polar opposite; Divekick's two-button controller. Created by Iron Galaxy Studios just to show off the game at PAX East, the controller consists of two buttons slightly larger than the palms of our hands; the yellow one denotes a jump or dive, while the blue corresponds to a kick. As a parody of the fighting genre, Divekick's gameplay avoids complicated combo moves, is incredibly simple and immensely enjoyable, if we do say so ourselves.

    Unlike traditional fighting games, the health bars are essentially meaningless, as a single power hit can take down your rival. Therefore you're focused on just the most basic movements -- a common one involves jumping in the air, tapping the other button for the downward kick, and then tapping it again to fly backwards. As for moving your character about, a jump and kick combo will get you charging towards your foe. Some characters let you fly when jumping, while others reward pressing buttons simultaneously. From our few minutes mashing the controller, it seems that timing and position are more important than ever with such fundamental mechanics, and ones that we picked up pretty quickly. We especially enjoyed kicking our adversary in the head to make them dazed and vulnerable in the early seconds of the next round.

    (AP) ? Iraq's Catholic Christians flocked to churches to celebrate Easter Sunday, praying, singing and rejoicing in the resurrection of Christ behind high blast walls and tight security cordons.

    It was the first Easter since the election of Pope Francis in Rome, and worshipers said they hoped their new spiritual leader would help strengthen their tiny community that has shrunk under the joint pressures of militant attacks and economic hardships.

    At the St. Joseph Chaldean Church in Baghdad, some 200 worshipers stood and sat during parts of the Easter mass led by Father Saad Sirop.

    "We pray for love and peace to spread through the world," said worshiper Fatin Yousef, 49. Like most worshippers she arrived have dressed immaculately for mass, her hair tumbling in salon-created curls, wearing a tidy black skirt, low-heeled pumps and a striped shirt. "We hope Pope Francis will help make it better for Christians in Iraq."

    There are an estimated 400,000 to 600,000 Christians in Iraq, with most belonging to ancient eastern churches. There has been no census in Iraq for 16 years, making precise figures difficult to obtain.

    An estimated two-thirds of Iraq's Christians are Catholics of the Chaldean church and the smaller Assyrian Catholic church. Worshipers of both churches chant in versions of ancient Aramaic, the language that Jesus spoke, although the dialects would be mutually unintelligible.

    Since the 2003 U.S.-led invasion, Iraqi Christians have suffered repeated attacks by Islamic militants. Hundreds of thousands have left the country, with church officials estimating their communities have at least halved. The worst attack was at Baghdad's soaring Our Lady of Salvation church in October 2010. It killed more than 50 worshipers and wounded scores more.

    More broadly, decades of immigration have shrunken the size of Christian communities throughout the Middle East, with most leaving for better opportunities and to join families abroad.

    Other Christians in the region no longer feel comfortable among majority-Muslim communities that many believe have become more outwardly pious and politically Islamist over the decades.

    They included Iraqi Christian worshiper Yousef's son, who moved to live with relatives in Arizona last year. Yousef said she was arranging for her other daughter and son to immigrate.

    "There's still fear here, and there's no stability in this country," she said.

    Iraqi officials have made efforts to secure churches since the violence of 2010.

    High blast walls topped with netting and barbed wire surrounded the St. Joseph Church in Baghdad in the middle-class district of Karradeh. Blue-khaki clad Iraqi police guarded roads surrounding the church and checked papers of passers-by as worshipers filtered inside.

    Four Iraqi Christian volunteers, two men and two women, stood at the church entrance to double-check who was coming in.

    White-robed church volunteers marched down the church aisle behind Father Sirop, who chanted and waved thickly-scented incense that wafted through the building. The white-painted interior was adorned with three ornate chandeliers and a series of simple paintings illustrating the life of Christ.

    Worshipers stood for lengthy passages of Sirop's mass, at one point bursting into applause when he told them, "Celebrate! You are Christians!"

    Google launching same-day delivery service for online shoppers ...

    Internet search leader Google is taking another step beyond information retrieval into grocery delivery.

    The new service, called Google Shopping Express, will initially provide same-day delivery of food and other products bought online by a small group of consumers in San Francisco and suburbs located south of the city. The company, based in Mountain View, Calif., didn't say how many people will be part of the test.

    If the pilot program goes well, Google plans to expand delivery service to other markets.

    "We hope this will help users explore the benefits of a local, same-day delivery service, and help us kick the tires on the new service," Google said in a Thursday statement.

    The delivery service is part of Google's effort to increase consumer reliance on the Internet, so it will have more opportunities to show online ads, which generate most of its revenue.

    Google has learned that the more time people spend online, the more likely they are to use its dominant search engine or one of its other popular services, like its YouTube video site or Gmail, that include advertising.

    The delivery service also could spur merchants to buy more online ads if Google's same-day delivery service encourages consumers to do more of their shopping online. Having to wait days or, in some cases, more than a week for the delivery of online orders ranks among the biggest drawbacks to Internet shopping.

    It's a problem that Amazon.com and eBay, which operate the largest e-commerce sites, already have been trying to solve by offering same-day service in some U.S. markets. Wal-Mart Stores, the world's largest retailer, also offers same-day delivery in five markets.

    A mix of national, regional and neighborhood merchants are enlisting in Google Shopping Express. The best-known names on the list include Target and Walgreen. All the merchants in the Google program will sell certain items through a central website. Google has hired courier services to pick up the orders at the merchant stores and then deliver them to the customer's home or office.

    Although the couriers will be working on a contract basis, they will be driving Google-branded vehicles and wearing company-issued uniforms.

    It remains unclear whether Internet shopping and same-day delivery can be profitable. Online grocer Webvan collapsed in 2001, largely because it couldn't devise a pricing plan that would pay for the costs of same-day delivery without alienating shoppers unwilling to pay too much extra for the added convenience.

    Google is still trying to figure out how much to charge for its same-day delivery service. For the six-month test period in the San Francisco area, consumers won't have to pay a surcharge. Google instead will receive a commission from participating merchants.

    The expansion into same-day delivery comes at the same time that Google is preparing to close some of its older online services so it can devote more attention and money to other projects.

    The realignment has irked some Google users. The biggest complaints have centered on Google Reader, which allows people to automatically receive headlines and links from their favorite sites, and iGoogle, which allows Web surfers to design a page consisting of the Google search engine surrounded set up other online features, such as local weather reports and stock market quotes.

    Google Reader is scheduled to close in July and iGoogle will shut down in November.

    The company, which once employed roughly 600 workers, says 220 workers will return to work on Monday.

    Facebook expected to introduce themed Android OS, HTC handset next week

    HTC's Status may not have been a tremendous hit, but it looks like Facebook hasn't severed its ties with the smartphone maker just yet. According to TechCrunch and New York Times sources, April 4th's "Come See Our New Home on Android" event is set to feature an HTC smartphone with a custom, Facebook-centric OS. It's perhaps the next best thing to a phone designed and manufactured by Facebook, but instead, HTC will be tasked with creating the hardware. The integration is expected to run deep, however -- when you power on the device, a Facebook home screen is what you'll see first. Additionally, the device's camera and messaging apps will default to Facebook, according to the New York Times report. Hardware specifications have yet to be revealed, but software will clearly be the focus here. Tune in at 1PM EST next Thursday for our liveblog, direct from Facebook HQ.

    Look the HP Slate 7 Android tablet didn't exactly bowl us over when it got a look at it at Mobile World Congress in February in Spain. OK, the industrial design was actually pretty good -- along the lines of a nicely done Nexus 7-type tablet -- but the internals and display should have been enough to make even a first-timer think twice. The $169 tablet was supposed to go on sale sometime in April, but HP's microsite apparently has pushed that launch to June. 

    The Slate 7 ain't getting any younger, folks. While there's a place for budget tablets, an extra $30 would get you a base Nexus 7. There's no contest there. And considering that we're very likely going to see an updated 7-incher (or thereabouts) at Google I/O in May, the prospect of an even older Slate 7 just isn't tempting at all.

    University of Washington to Offer Its First Ever Online-Only Degree ...

    I'm all for exploring innovative ways to extend affordable access to quality higher education, especially for students who find their vocation in low-paying (if much needed) professions. But I'm really not confident that online-only degrees are they way to go.

    The University of Washington will offer a new low-cost online bachelor?s degree completion program in early childhood and family studies. Pending final approval, the program will start in the fall.

    [...] The Early Childhood and Family Studies degree, which is the first online-only bachelor?s completion program to be offered by the UW, will prepare individuals to work in child care, preschools, social and mental health services, parent and family support, and arts organizations.

    So, um, the UW's first ever online-only bachelor's degree will be granted in program training people in a profession that consists mostly of face-to-face interpersonal interaction? I mean, if distance learning is so magical, why train preschool teachers at all? Wouldn't it be cheaper and more effective to just hand all the toddlers iPads and let them teach themselves?

    The UW online degree costs $160 per credit ? which is about equivalent to $7,000 for a year of full-time study ? regardless of where students live.

    No doubt that's cheaper, sure. But in every sense of the word. And it's not just the students (and their students) who might not get the value out of this that they expect. If the UW is selling a degree for $7,000 a year (and with relaxed admission requirements), won't that devalue the degrees of students paying almost twice the price? Top schools like the UW stand to cheapen their brand if they're not careful.

    The program will be administered by UW Educational Outreach, which received a Next Generation Learning Challenges grant partially funded by the Gates Foundation, to help offset costs of developing the degree. The grant includes offering several core classes in early childhood education free to the public, as Massive Open Online Courses (MOOCs) on the Coursera platform.

    What a great humanitarian Bill Gates is, promoting education reforms that in no way generate profits for the industry on which he built his fortune. (But then, all those libraries Andrew Carnegie built sure did use a lot of steel, so I guess I shouldn't be too cynical.)

    I don't mean to come off as a Luddite. There's a place in higher education for online learning. But let's be clear: The main advantage of MOOCs is that they're cheaper. Not better, or for the most part, not even just as good. Just cheaper.

    And if our public policy solution to the crisis in higher education funding is focused on making college cheaper, well, in the end, chances are we'll get what we pay for.

    S&P 500 ends at record closing high

    NEW YORK (Reuters) - The S&P 500 set a record closing high on Thursday, finishing a fifth consecutive month of gains to extend a four-year rally.

    The S&P had hovered near its record for more than two weeks, and market action next week will help determine if this is just another stepping stone for the rally, or if a long-expected pullback is in the offing.

    The benchmark S&P 500 closed its strongest quarter in a year - up 10 percent. The Dow climbed 11.3 percent and the Nasdaq gained 8.2 percent for the first three months of the year.

    The new closing high "is a very appropriate punctuation for a great quarter that saw a lot of last year's anxieties recede," said Bruce McCain, chief investment strategist at Key Private Bank in Cleveland.

    "However, this could be the start to a more realistic look at the problems that still haven't gone away. Some degree of caution is probably still merited, with the problems in Cyprus probably only the beginning to what we could see in coming months."

    The rally hit a wall in the last two weeks as the latest chapter in the euro-zone crisis developed, with Cyprus nearing a default and a possible exit from the euro bloc.

    The S&P 500 had been in a fairly tight range, having traded within 10 points of the October 9, 2007, record closing high of 1,565.15 over the previous 13 sessions.

    On Thursday, the S&P 500 <.spx> gained 6.34 points, or 0.41 percent, to end at a new record of 1,569.19.

    The Dow industrials, which surpassed its 2007 record on March 5 and has set a series of record highs since then, ended Thursday's session at yet another nominal closing high - at 14,578.54. For the day, the Dow rose 52.38 points, or 0.36 percent.

    The Nasdaq Composite <.ixic> added 11 points, or 0.34 percent, to close at 3,267.52.

    The gains in the three first months of the year have a very bullish history. An analysis by Ryan Detrick, senior technical strategist at Schaeffer's Investment Research in Cincinnati, showed the S&P 500 has risen in the three first months of the year nine times in the past 30 years, and in each case, it has posted gains for the year.

    The average yearly gain after such a start, the data showed, was 17.56 percent. An advance like that would leave the S&P 500 at about 1,676 at the end of this year.

    "The key is the follow-through," said Quincy Krosby, market strategist at Prudential Financial in Newark, New Jersey.

    "It will be very important how the market handles next week's data."

    Key manufacturing numbers are expected on Monday and factory orders Tuesday, building up to Friday's widely followed payrolls report.

    During March, the Dow gained 3.7 percent, the S&P 500 rose 3.6 percent and the Nasdaq added 3.4 percent.

    Thursday marked the end of the trading week. U.S. stock markets will be closed on Friday because of the Good Friday holiday.

    Netflix was the S&P 500's best-performing stock during the first quarter, up 104.4 percent at $189.28, followed by Best Buy , up 86.9 percent at $22.15.

    On the downside, Cliffs Natural Resources tumbled 50.7 percent in the first quarter to $19.01 and J.C. Penney lost 23.3 percent to $15.11.

    Data showed the number of Americans filing new claims for unemployment benefits rose more than expected last week, but probably not enough to suggest a faltering in the labour market's recovery. Other data showed the economy expanded more in the fourth quarter than was previously estimated by the government.

    Volume was lighter than average with some market participants absent for the observance of Passover or to get an early start on the long Easter weekend.

    About 5.8 billion shares changed hands on the New York Stock Exchange, the Nasdaq and NYSE MKT, below the daily average so far this year of about 6.4 billion shares.

    On the NYSE, advancers outnumbered decliners by a ratio of roughly 8 to 5. On the Nasdaq, 14 stocks rose for every 11 that fell.

    The 2013 presidential elections are set to unfold ?against a context of uncertainty, crises?of political legitimacy and unprecedented levels of political polarisation,? Transparency Maldives has stated, in an extensive pre-election assessment published on Thursday.

    ?The latter is characterised by mistrust, categorical negative framing of one another and by the lack of self-accountability of institutions, politicians and their parties for their role in the existing political crises. The electoral background is therefore discouraging,? Transparency noted.

    The detailed report identifies key challenges in the lead up to the election, such as the candidacy of former President Mohamed Nasheed, lack of monitoring of campaign financing, an extensive and entrenched culture of vote buying, and a media establishment set on fueling personality politics and further polarisation.

    ?The upcoming Presidential Elections are currently headed to unfold against this political context of crisis of legitimation, uncertainty of democratic transition, existing polarisations and other challenges that have been aggravated by the controversial transfer of power on 7 February 2012,? Transparency states.

    ?Bitter zero-sum game?

    Political polarisation in the Maldives has grown in the wake of the failed all-party talks and events of February 7, leading to bitter mistrust between political factions and the pervading sense among parties that the loss of the upcoming elections ?could amount to losing everything?.

    Particular challenges around polarisation include a ?lack of cooperation and dialogue among major political parties, opening up space for intolerance and violence?, ?a possibility of contestation of elections results, especially if the victory is through a narrow margin?, and the risk that even if the election results are respected, ?a significant segment of the polity might reject the incoming president as the representative for all the people in the true democratic spirit required in defeat.?

    Transparency called for restraint among parties, appealed for policy debates, and extensive and long term observation on behalf of the international community.

    Nasheed?s candidacy

    Transparency stated that most of the people and institutions interviewed for the report, ?irrespective of their political affiliations?, saw the potential disqualification of Nasheed from the presidential race through the ongoing court proceedings as ?a major challenge? for the elections.

    ?None of the major political actors Transparency Maldives met was eager for disqualification of?President Nasheed, although some qualified their position saying that rule of law must apply equally for all and he must face justice.

    ?A few major stakeholders believed it was politically motivated. A politician of a major political party saw any election victory for them without President Nasheed as a rival candidate as just a ?hollow victory?.?

    Should Nasheed be prevented from contesting on behalf of the Maldivian Democratic Party (MDP), Transparency predicted political violence in the run up to the elections marring the electoral environment, boycott of the elections by the MDP, outright rejection of elections results and the incoming president by the MDP, and widespread disruptions to the elections themselves: ?Transparency Maldives heard suggestions it would be altogether impossible to hold elections in some parts of the country.?

    In light of controversy surrounding the judicial legitimacy of the proceedings against Nasheed, Transparency backed international calls for an inclusive election.

    ?As an elections-observing NGO, Transparency Maldives is of the view that if any potential presidential candidate is prevented from the Presidential Elections through a controversial process, the credibility and democratic representativeness of the elections will be called into question.

    ?Several international bodies, including most recently the UN Special Rapporteur on Independence of Judges and Lawyers, have criticised the state of the judiciary. There are deep disagreements as to the legitimacy of the Hulhumale? Magistrate Court and the special bench of judges appointed to oversee President Nasheed?s trial. Some of the members of the Judicial Service Commission have openly questioned the legality of appointing a special bench. All these reasons give room to doubt the judicial processes,? Transparency stated.

    ?Crucially, even if elections can be held [without Nasheed], the incoming president will face immense legitimacy challenges, as is the case with the current government. Democracy consolidation is impossible under a context where legitimacy [of the government] is contested by a substantial segment of the population. Thus, key to successfully addressing the ongoing legitimation crisis is holding elections in which candidates of all major political parties are free to contest,? Transparency added, calling for the government, the elections commission, prosecutor general, judicial services commission, judiciary and human rights commission to ensure no presidential candidate is prevented from contesting.

    Buy-election fears

    Transparency identified vote buying as key issue in the lead up to the election.

    ?The issues of vote buying and influencing voters through patronage seem to have had a long history in the country,? the report notes.

    Transparency enlisted focus groups to study the issue on Fuvahmulah, Kaashidhoo, and Hulhudhuffaar to try and identify why the practice was so accepted.

    ?A crisis of confidence in candidates? sincerity to deliver on their electoral promises could?be one of the main reasons why many people take offers. Almost all the participants in the?discussions thought the candidates would not bother about them or their community post-elections, or after winning the elections. ?They would not even answer their phones? was a?common retort,? Transparency noted.

    ?There are particularly vulnerable groups of people who are targets of vote buying. Youth groups?who are victims of drug addiction, for example, could be offered drugs, money to buy drugs, or?drugs at discounted rates, in exchange of their votes. Similarly, the less disadvantaged people,?people in need of medical treatment, or the more elderly, seem to be particularly vulnerable?to vote buying.

    A weak elections complaints system and loopholes in the electoral legal framework ?mean?there is no effective deterrence against vote buying. Criminalisation of taking bribery in?exchange of votes in the Penal Code also hinders reporting.?

    ?Finally, civil society or the EC has so far failed to even successfully thematise and problematise?vote buying in the public sphere, and therefore there is a need for greater awareness on the?issue among the people.?

    Transparency studied the Kaashidhoo by-election, during which ?vote buying reached new highs?.

    ?We were told by campaign agents involved in the respective campaigns that the two main candidates spent more than MVR7 million (US$454,000) an amount double the total spending limit under the law for Kaashidhoo constituency of 2231 voters.?

    ?In contrast, the much less populated Hulhudhufaar, vote buying took place more sparingly and?discreetly. In Fuvahmulah, we were told, one candidate did not even have to campaign, but visited the island a week or so before the election and just distributed cash to his constituency.?

    At the same time, most participants of the focus groups ? particularly women ? said that people did not necessarily vote for the candidates from whom they took money.

    ?There are two possible reasons why people might not vote for the candidates even if they receive offers from them: there is a general confidence in the secrecy of vote since 2008 Presidential Elections, and there is little or no fear of post-election reprisals from candidates,? Transparency stated.

    ?Some of the few people, who thought people vote as they take offers, ironically cited religious reasons in keeping a promise. However, some participants reported that candidates/agents influence people to show proof of their vote. Thus, some smuggle mobile phones with cameras into voting booths to take photos of their voted ballot papers or some even showed their ballot papers to representatives of candidates at the polling stations.?

    Transparency suggested decriminalisation of acceptance of offers to increase people?s willingness to come forward and report the practice, while calling on the elections commission and other authorities to create an interagency task force to tackle the problem and prosecute those making offers. It also called for greater voter education, particularly surrounding vote buying and the practice of assisted voting.

    Elections commission

    The Transparency report details some concerns about the capacity of the elections commission, in particular the relationship between the commission members and the technical staff.

    At the same time, ?No major political party or key stakeholder questioned the independence or impartiality of the EC as an institution. No such allegation was also made against any Commission members with regard to any election.?

    ?A few interlocutors, however, questioned the impartiality of some of the members of the EC?and some staff, and cited instances. Several interlocutors also expressed concern there existed such allegations, especially made by the staff, against some members.?

    ?There could be challenges to the EC to act impartially and independently in a highly polarised?political environment, as members are likely subjected to external pressures. This could be aggravated by the fact that a simple majority of those present and voting in a parliamentary sitting could remove a member of the EC.     ?Another common concern by several of the interlocutors we met was that some polling workers acted in partisan manner. Transparency Maldives? own observation, however, found polling workers were largely unbiased in the last Local Council, Parliamentary and the Presidential Elections.

    ?Nonetheless, with the current levels of political polarisation and shortcomings of the legal framework that allows politicisation of civil servants, the EC will find it extremely challenging to recruit nonpartisan polling staff for the upcoming elections,? Transparency stated.

    Despite the many challenges outlined in the report, Transparency noted that the success and credibility of past elections ? including by-elections held subsequent to the events of February 7, 2012 ? gave cause for hope.

    ?Maldivians have in the past shown they do respect the outcomes of free, fair and inclusive?elections. The upcoming elections therefore give hope. Yet to convert hope into reality requires?realisation of the tri-values of freedom, fairness, and inclusiveness for the upcoming elections.

    ?Assuring freedom for the upcoming elections requires sustaining an electoral environment for voters to freely choose a president without fear, intimidation, and undue influence, but through the opportunities to fully exercise freedom of expression, association and assembly.

    ?Fairness at a minimum requires a level playing field. Thus, the existing culture of misuse of public resources by the incumbency to their electoral advantage must stop.

    ?Inclusiveness requires ensuring an electoral context for all to participate in elections, and ensuring that no potential presidential candidate is prevented from contesting the Presidential Elections through any questionable processes.?
