LG Electronics sinks to loss on EU fine

SEOUL, South Korea (AP) ? LG Electronics Inc. has reported its first quarterly loss in a year after Europe slapped it with a massive fine for price fixing.

The South Korean consumer electronics maker said Wednesday its net loss totaled 468 billion won ($429 million) for the last quarter of 2012. The European Union fined it 491.6 million euros last month for rigging prices of cathode-ray tubes for years. LG said it would appeal.

Operating profit rose 25 percent over a year earlier to 107.2 billion won. Revenue fell slightly to 13.5 trillion won.

Most of LG's profit came from its mobile division that posted record-high smartphone shipments and from its home appliance division.

LG said its smartphone shipments jumped 56 percent over a year earlier to 8.6 million in the quarter.

Dazzling nighttime photos of NASA rocket launch

When NASA's newest satellite soared into space late Wednesday (Jan. 30), a team of photographers captured dazzling views of the rocket streaking into orbit.

A series of long-exposure rocket launch photos released overnight by NASA show the unmanned Atlas 5 booster carrying the agency's new Tracking and Data Relay Satellite K (TDRS-K) as a bright arc of light climbing spaceward from a pad at Florida's Cape Canaveral Air Force Station. The rocket lifted off at 8:48 p.m. EST (0148 Jan. 31 GMT), rising like an artificial sun as it flew into space.

One image, by launch photographer Tony Gray, shows the Atlas 5 rocket just seconds after liftoff as it appeared from NASA's Kennedy Space Center, which is near the Air Force Station launch site. NASA's cavernous Vehicle Assembly Building stands stoically in the foreground as the rocket hovers in mid-flight on the photo's right side.

Another view, captured by photographer Rick Wetherington, shows the Atlas 5 rocket as a blazing arc of light as it passes behind a lighthouse at the Cape Canaveral Air Force Station.

A final image by photographer Glenn Benson shows the rocket streaking up into the night sky, its blindingly bright engine plume reflecting off the waters around the seaside launch pad.Another view, captured by photographer Rick Wetherington, shows the Atlas 5 rocket as a blazing arc of light as it passes behind a lighthouse at the Cape Canaveral Air Force Station.

The TDRS-K satellite is the first of three next-generation communications satellites to be launched in order to upgrade NASA's aging TDRS satellite constellation. The satellites serve as relays between NASA ground stations and the agency's Earth-observing satellites and other spacecraft currently orbiting the planet. TDRS-K is expected to spend at least 15 years in service once it begins operations, according to a NASA mission profile.

The first TDRS satellite was launched into space in 1983, with TDRS-K marking the 11th satellite to join the fleet. The launch provider United Launch Alliance oversaw Wednesday's Atlas 5 mission for NASA.

London councils confirm bids for office to residential exemption

The new permitted development rights were announced by the Department for Communities and Local Government (DCLG) last week. The DCLG confirmed that there would be an opportunity for local authorities to seek an exemption from the right if they can demonstrate that the right would create "substantial adverse economic consequences".

The Royal Borough of Kensington and Chelsea said in a statement that it would make a "strong case" to Government for an exemption and that ministers are already aware of the Council's "serious concerns".

"We have distinct circumstances in Kensington and Chelsea with vast differences between office and residential property values. The Council will strongly defend small and medium-sized businesses staying in the area," the Council said.

The City of London Corporation has long been opposed to the plans, saying that the creation of such rights would undermine London as the world's leading financial centre.

"The City of London has made no secret of our concern about the impact of the proposed change to planning rules upon our role as a world business centre," said the Corporation's city planning officer Peter Rees previously in a statement.?

"Property consultants estimate that 20% of the office floor space in the Square Mile would be in immediate danger of conversion to flats if we do not achieve an exemption from the rule change," Rees said.

The Corporation has now confirmed it will make a bid to seek exemption from the new rights, according to a report in Planning Magazine.

Wanxiang Group Corp. said Tuesday it received approval from the US Treasury Department's?Committee for Foreign Investment in the United States (CFIUS) to purchase the bankrupt batterymaker. The approval is the last official hurdle before the Chinese company can take control of A123. The approval comes despite concerns that the $257 million?deal would give Chinese authorities access to energy technology developed with clean-energy grants from the US government.??

The Department of Energy awarded $249 million in grants to A123 Systems, based in?Waltham, Mass.,?of which it received $130 million before declaring bankruptcy last October. The department has said it will not award the remaining funds to A123.

Detroit Auto Show: 6 Best-In-Class Cars | Bankrate.com

The best cars at the auto show
Smart to buy a smartphone?

With the tens of thousands of car enthusiasts and car shoppers of the future walking the floor, auto shows are the perfect place for automakers to showcase their newest designs. The 2013 North American International Auto Show in Detroit was no exception.

One of the largest auto shows in the country, it's a must for consumers and media covering the auto industry. Here are six new introductions at this year's Detroit auto show that Bankrate has chosen as best-in-class cars.

Subcompact car: Toyota Corolla Furia
Smart to buy a smartphone?

The smaller subcompact car segment will be heating up soon by the looks of Toyota's new concept car, the Corolla Furia.

While more than a year away from production, the next-generation Corolla is likely to feature more dramatic styling as shown in the Furia. The sporty new look comes from a lower, more aggressive stance with wheels that are pushed further toward the car's corners. In addition, the larger 19-inch wheels and carbon fiber accents on the rocker panels, rear valence and wheel wells further increase the aggressive look.

The Corolla Furia concept is larger than the current Corolla -- about 2 inches wider and longer overall -- with a sweeping windshield and sloping roofline that project the feeling of motion when the car is stationary. Other sporty features include a blacked-out grille, sculpted light-emitting diode, or LED, headlamps and composite LED taillights.

Compact car: Dodge Dart GT
Smart to buy a smartphone?

With five Dodge Dart models already on sale, Dodge introduced a new version, the 2013 Dodge Dart GT, at the Detroit auto show. The new sporty model will feature a sport-tuned suspension and a 184-horsepower 2.4-liter four-cylinder engine designed for driving enthusiasts. It also gets a sportier look with a unique front fascia with a black grille, accents and headlamp bezels, body-color door handles, and a unique rear end featuring dual exhaust with bright chrome exhaust tips and racetrack LED taillamps.

On the inside, unique features include premium napa perforated leather seats in two-tone black and red, heated front seats and steering wheel, dual climate control, a universal garage-door opener, and remote start.

Other standard features include a power 10-way driver's seat with power lumbar, leather steering wheel with audio and speed controls, a reconfigurable instrument cluster display, and a rear backup camera.

The 2013 Dodge Dart GT will go on sale in mid-2013.

Family sedan: Kia Cadenza
Smart to buy a smartphone?

Kia introduced a new flagship family sedan when it took the wraps off the 2014 Kia Cadenza. The sibling to the Hyundai Azera, the Korean-built Cadenza sports a European design, featuring the new Kia "tiger nose" front end with LED lights, classic chrome accents and a broad stance.

Designers sculpted the interior in leather with wood and chrome accents as well as an elegant analog clock and ambient lighting. There is a long list of standard equipment, including 10-way power driver's seat, dual-zone automatic climate control with rear-seat ventilation, keyless entry with push-button start, 12-speaker surround sound audio system and a backup camera.

All models are powered by a 293-horsepower 3.3-liter V-6 designed to run on regular unleaded gasoline. Designed for a sportier driving experience, the Cadenza rides on a sport-tuned, fully independent suspension and has a six-speed automatic transmission with a manual shift mode and paddle shifters on the steering wheel.

The 2014 Kia Cadenza goes on sale in mid-2013.

Luxury sedan: Infiniti Q50
Smart to buy a smartphone?

For 2014, Infiniti has introduced a new naming structure for its vehicles, and the redesigned G37 has been introduced as the new Infiniti Q50.

Compared to the G37, the new model will feature improved knee, head and shoulder space as well as wide rear-door opening for easier entry and exit of rear-seat passengers. The Infiniti Q50 will come with a choice of a 328-horsepower 3.7-liter V-6 or a hybrid powertrain that produces 354 horsepower.

As one of the auto show's best-in-class cars, the luxury sport sedan showcases numerous new technologies including adaptive steering, which allows the driver to select one of four steering settings and then changes tire angle and steering inputs accordingly, depending on driving style and road conditions. Its active lane control technology uses cameras to detect lane markers to improve driving in the center of road.

Interior features will include an eight-way, power-adjustable driver's seat with manual lumbar, a 60/40 split rear seat with trunk pass-through, dual-zone automatic temperature control, power windows with illuminated switches and one-touch auto up-down, audio and navigation voice recognition, and Around View monitor.

The Infiniti Q50 goes on sale in summer 2013.

Sports car: Chevrolet Corvette Stingray
Smart to buy a smartphone?

The redesign of the iconic Chevrolet Corvette generated perhaps the most buzz of any new car introduction at this year's Detroit auto show, and for good reason. It is essentially a completely new car, with only two parts carried over from the 2013 model, yet it still retains the styling lines that Corvette has had for more than a half-century.

The 2014 model also marks the return of the Stingray designation, and despite featuring the most powerful standard engine ever with an estimated 450 horsepower and 450 pound-feet of torque, it will also be the most fuel-efficient Corvette ever, exceeding the 26 mpg estimated by the Environmental Protection Agency for the current model.

On the inside, engineers have designed the new interior to provide a more connected driving experience in the standard model as well as an upgraded model that is designed for those interested in hobby racing.

The 2014 Chevrolet Corvette Stingray will go on sale in fall 2013.

Sport utility vehicle: Acura MDX
Smart to buy a smartphone?

While officially called a prototype, the 2014 Acura MDX is very close to what the redesigned version of Acura's popular SUV will look like in production form.

The seven-passenger SUV features more elegant styling in a slightly larger package, which means additional passenger space, especially for second- and third-row occupants, compared to the outgoing model.

The 2014 model will be powered by a new 3.5-liter V-6 engine that will be more powerful and fuel-efficient than the 2013 model. For the first time, the MDX will be offered in front-wheel drive as well as the all-wheel-drive version that has been offered in the past.

It also will feature many advanced safety technologies, and Acura is expecting the MDX to achieve the top crash-test ratings from both the federal government and the Insurance Institute for Highway Safety.

The 2014 Acura MDX will go on sale in the middle of this year.

Pathway for membrane building blocks

Jan. 30, 2013 ? Biomembranes consist of a mosaic of individual, densely packed lipid molecules. These molecules are formed inside the cells. But how do these building blocks move to the correct part of the membrane? Researchers from Technische Universit?t M?nchen (TUM) have discovered a mechanism to show how this is done.

The lipid molecules of membranes, also known as phospholipids, are composed of two elements: A hydrophilic head and two long-chain fatty acids. The molecules form a bilayer in the membrane, with all of the heads pointing outwards and the fatty acid chains hanging in a zip-like interlay position.

Biomembranes are constantly reorganized or renewed, for example whenever cells divide. The cell is constantly creating new phospholipids that have to align themselves -- which they do in both layers of the biomembrane. However, cells only produce phospholipids on one side of the biomembrane. From there, they need to be transported to the other half of the bilayer.

A helping hand through the membrane

The problem is that the hydrophilic and lipophilic parts of the molecule repel each other. "The molecules can anchor themselves in one of the two membrane layers with their lipophilic tail," explains Prof. Dieter Langosch of the TUM Chair of Biopolymer Chemistry. "Translocation to the second layer is not possible because the hydrophilic heads cannot pass through the lipophilic fatty acid chains."

The key to establishing order in the membranes lies in enzymes that transport the molecules to their correct location in the "second layer." Scientists have been searching for such enzymes -- known as flippases -- for many years. But now Prof. Langosch and his team have made a breakthrough. They experimented with synthetic peptides, which transport phospholipids through the membrane. A clever trick

In this process, the researchers came across an indirect transport mechanism. The peptides span both layers of the membrane -- and are able to bind to individual phospholipids. Prof. Langosch explains: "When the peptides bind the molecules, the surrounding membrane is briefly destabilized. The new phospholipids use this opportunity to slip through the barrier of the first lipid layer and flip to the second layer of the membrane."

The researchers now have a clear idea of how flippases work. "Our peptides stretch through the membrane like a corkscrew. If this "alpha-helix" has dynamic elements, it can bind to phospholipids," says Prof. Langosch. "This model will help us to detect the flippases."

Facebook And Twitter Battle To Rid Themselves ... - Business Insider

Sex workers are openly using Facebook, Twitter and other social media to openly advertise their services.

Prostitutes and escort agencies have created hundreds of unrestricted pages on Facebook, causing concern that children are being exposed to both explicit content as well as the services of the sex industry.

Many of the pages include explicit photographs, descriptions of services alongside phones numbers, addresses and prices.

Facebook has removed dozens of the pages after being contacted by The Times newspaper.

The site said it ?has a clear set of rules and these pages broke them?, but said it could only take action when offensive items were reported to them by members of the public.

The postings were also reported to Twitter, but the microblogging site declined to comment or take action. Under the company?s rules, content would need to be illegal to be considered in breach of its terms and conditions.

The concern over prostitution follows recent complaints that crimes involving Facebook and Twitter have increased 780 per cent over the last four years.

This included offenses committed on the sites, such as posting abusive messages, and those which were provoked by postings, including violent attacks.

But researchers said police forces refused to tackle the issue of prostitution because of the perception that it is a ?victimless crime?. According to The Times, a parliamentary committee on prostitution has pledged to investigate the problem after the revelations.

The researchers said that, in the past, the calling cards of prostitutes had littered the walls of phone boxes, but social networks had become a more common way to attract clients.

Facebook said that it encourages people ?to use the reporting tools on almost every page of the site so we can take swift action against content or behavior that breaks our rules.?

Mills Kelly, from George Mason University in the US, who has studied the impact of the internet on prostitution, said: ?If you want an escort or sex worker in any major city in the world, Facebook is a good place to start your search."

Ravens-49ers: Which brother wins?

NEW ORLEANS (AP) ? The San Francisco 49ers never have tasted defeat in a Super Bowl, going 5-0. It's the most impressive mark for any franchise in the big game.

Baltimore also is undefeated, with the Ravens winning their only appearance, in 2001.

Someone will have the Super Bowl blahs for the first time after Sunday's title game in the Superdome.

The Ravens (13-6), who are 3? -point underdogs, are on one of those runs reminiscent of recent NFL champions. Indeed, the New York Giants reached the Super Bowl a year ago in a similar manner, winning a wild-card game at home, then two playoffs on the road, including an overtime thriller.

The Giants got healthy down the stretch, something the Ravens have replicated, particularly on defense where star linebackers Ray Lewis and Terrell Suggs are giving vintage performances following injury-shortened seasons.

"I believe we have found a way to believe in each other, and nothing else matters," said Lewis, who will retire after the game. "That is one thing about our sideline. When we are on our sideline, there is only one thing that matters, when this game ends, we will be victorious, and everybody believes the same thing. That's what's been our road, no matter who's been up, who's been down, who's been hurt, who's been injured. We found a way to pick each other up."

Baltimore's path to New Orleans led through New England, where the Ravens fell to the Patriots in last year's AFC title game. But they outscored the Patriots 21-0 in the second half to earn their spot in the Super Bowl.

San Francisco (13-4-1) also came up one win short a year ago, losing to the Giants for the NFC championship. That defeat has driven the 49ers just as much as the Ravens' failure in 2011 lifted them.

These Niners are built around a physical, stingy defense ? that also has been the Ravens' persona for years, although not as much in 2012 as in Lewis' other 17 pro seasons. Linebacker Patrick Willis, who like Lewis wears No. 52 and is a perennial All-Pro, is the anchor.

"As a kid, you grew up watching," Willis said. "Just to have the opportunity to be able to play in this game given my first four years (out of the playoffs), we were at home at this time watching other teams play. Last year we were one game away. To be able to be here, is truly special."

To make it extra special, San Francisco's offense will need to outdo Baltimore's. The Ravens have scored 90 points in three games, and the Niners have 73 in two.

Baltimore's defense has made big plays against Andrew Luck, Peyton Manning and Tom Brady. Now it gets an entirely different type of quarterback, Colin Kaepernick. His combination of running skill, powerful arm and surprising cool for a second-year pro makes him particularly dangerous against the Ravens. Baltimore does not have the fastest defense in the league.

Then again, the 49ers must deal with Joe Flacco, the only QB to win a postseason game in each of his first five seasons. Flacco also has six road playoff victories, a league record.

He's also outplayed Brady, the most successful quarterback of the last dozen seasons, in two straight AFC title games.

But he has his critics because this is his first Super Bowl trip in five tries.

"I think there is definitely a part of all of us that hear things and when somebody doubts what you want to do, you definitely go show them that they may be wrong," he said. "I think for the most part we play for each other and that stuff is kind of a secondary issue."

While the Ravens and 49ers play for each other, the Harbaugh brothers, John of the Ravens and Jim of the 49ers, will go against each other in the first Super Bowl featuring sibling head coaches. They've had fun with the topic this week, but it will be as serious as football can get on Sunday.

With older brother John coming out on top.

Jamie Dupree's Washington Insider: Obama recess appointees face calls for resignation

Republicans in Congress are demanding that two members of the National Labor Relations Board and the head of a new consumer financial watchdog agency resign their posts in the Obama Administration, as Political Washington tries to digest a sweeping appeals court ruling that would drastically limit the power of a President to use "recess appointments." ?

"As someone who has taken an oath to uphold the Constitution, I ask that you resign immediately," wrote Sen. Mike Johanns (R-NE) on Friday to Richard Griffin, a member of the NLRB who was installed in that position by President Obama in January of 2012.

Griffin's recess appointment, as well as that of a second NLRB member, was declared unconstitutional on Friday by a federal appeals court in Washington, D.C., which said that President Obama had wrongly installed his picks when the Senate was not actually in recess.

That outcome was expected by some legal scholars, since the standard procedure in recent years has been that a President can install nominees through recess appointments when the Senate has left town on an official adjournment; in this case, the Senate was meeting every three days as required in the Constitution.

But this ruling, which can be read here, went one big step further, by saying that no President can make a recess appointment during a session of Congress, but only in between sessions, when the House and Senate are not in Washington, D.C.

That decision runs against a number of years of expanding Presidential use of recess appointments, which are often deployed "intrasession" - that is, during recesses which occur while the Congress is in session.

"The available evidence shows that no President attempted to make an intrasession recess appointment for 80 years after the Constitution was ratified," the three member appeals panel wrote in this decision, which would seemingly take Presidential powers in this arena back to the original years of the Founding Fathers.

"Presidents made only three documented intrasession recess appointments prior to 1947," the judges wrote in their decision, saying the first was by Andrew Johnson in 1867, "with the other two coming during the presidencies of Calvin Coolidge and Warren Harding."

Despite the decision, the two NLRB members involved in this case weren't giving up their seats, and the board rejected the idea that its actions for the past year could all be found invalid as a result.

"The Board respectfully disagrees with today?s decision and believes that the President?s position in the matter will ultimately be upheld," said NLRB Chairman Mark Gaston Pearce.

At this point, the Obama Administration could appeal the decision to the full D.C. Circuit Court of Appeals, or go directly to the U.S. Supreme Court.

Also in play here is President Obama's choice to run the new Consumer Financial Protection Board, Richard Cordray, who also was recess appointed to that position at the same time as the NLRB officials.

The White House rejected any assertion that any of those appointments could be called into question by this ruling, though spokesman Jay Carney stopped short of announcing an appeal of the decision.

"There have been, according to the Congressional Research Service, something like 280-plus intrasession recess appointments by, again, Democratic and Republican administrations, dating back to 1867," Carney told reporters.

"That?s a long time and quite a significant precedent," he added.

While Carney is correct, the President's timing for his recess appointments was controversial for another reason, because the Senate was not technically out of session.

Yes, no legislative business was being conducted, but the Senate was meeting every few days in "pro-forma" sessions to satisfy requirements in the Constitution, a technique that had been used by Democrats in 2007 and 2008 to prevent more recess appointments by President George W. Bush.

"Neither House, during the session of Congress, shall, without the consent of the other, adjourn for more than three days," is what the Constitution says.

~

Readers of my blog and listeners to my news reports are familiar with my observations from Capitol Hill that Republicans and Democrats often change their arguments on certain issues, not based upon the facts of the matter involved, but on whether their party is in power in the White House or the Congress.

The filibuster is a good example of that; the party that tries to limit the filibuster routinely is the party that is in majority control of the Senate. The minority loves the filibuster, except when they are in the majority in future years.

And so, when it comes to limits on Presidential power to make a recess appointment, the parties alternately raise hell or stay quiet depending on whether their party controls the White House as the earlier example cited above, when Democrats used pro-forma sessions in the Senate to block Bush recess picks back in 2007 and 2008.

In this case, Democrats have kept quiet about the Obama recess appointments which were ruled unconstitutional, but a few years ago, we had the exact opposite situation, when Democrats challenged?recess appointments to the circuit court of Appeals by President George W. Bush; the courts ultimately upheld the Bush appointment of William Pryor.

And round and round we go.

Where this stops - maybe the U.S. Supreme Court.

How to Hide Embarrassing Facebook Likes From Your Profile

How to Hide Embarrassing Facebook Likes From Your ProfileHow to Hide Embarrassing Facebook Likes From Your Profile Got a few likes on Facebook you wish your friends couldn't see? Here's how to hide them from your friends' view, without missing out on those pages' updates in your news feed.

When you like a movie, music artist, or other page on Facebook, you get to keep up with all the latest goings-on of that page: upcoming concerts, DVD releases, or other handy stuff like that. However, if some of your Facebook likes are a bit on the "guilty pleasure" side, you may want to hide them from other people. Unfortunately, Facebook doesn't let you hide individual likes from your "About" page?but it will let you hide whole categories.

Luckily, there are enough categories that you probably don't use a few of them. So, to hide your embarrassing likes, here's what you need to do:

  1. Go to the Likes page of your profile and click Edit.
  2. Remove your embarrassing like from its category by hovering over it and clicking the "X" that shows up.

Iran says it launched monkey into space

DUBAI ? Iran said on Monday it had launched a live monkey into space, seeking to show off missile systems that have alarmed the West because the technology could potentially be used to deliver a nuclear warhead.

The Defense Ministry announced the launch as world powers sought to agree a date and venue with Iran for resuming talks to resolve a standoff with the West over Tehran's contested nuclear program before it degenerates into a new Middle East war.

Efforts to nail down a new meeting have failed repeatedly and the powers fear Iran is exploiting the diplomatic vacuum to hone the means to produce nuclear weapons.

The Islamic Republic denies seeking weapons capability and says it seeks only electricity from its uranium enrichment so it can export more of its considerable oil wealth.

The powers have proposed new talks in February, a spokesman for the European Union's foreign policy chief said on Monday, hours after Russia urged all concerned to "stop behaving like children" and commit to a meeting.

    1. Asteroids vs. comets: Scientist sizes up perils

Science editor Alan Boyle's blog: NASA's top expert on near-Earth objects says that new telescope systems are gradually getting a handle on potentially threatening asteroids. But comets? That's a completely different story.

Iran earlier in the day denied media reports of a major explosion at one of its most sensitive, underground enrichment plants, describing them as Western propaganda designed to influence the nuclear talks.

The Defence Ministry said the space launch of the monkey coincided "with the days of" the Prophet Mohammad's birthday, which was last week, but gave no date, according to a statement carried by the official news agency IRNA.

The launch was "another giant step" in space technology and biological research "which is the monopoly of a few countries", the statement said.

The small grey monkey was pictured strapped into a padded seat and being loaded into the Kavoshgar rocket dubbed "Pishgam" (Pioneer) which state media said reached a height of more than 75 miles.

"This shipment returned safely to Earth with the anticipated speed along with the live organism," Defence Minister Ahmad Vahidi told the semi-official Fars news agency. "The launch of Kavoshgar and its retrieval is the first step towards sending humans into space in the next phase."

There was no independent confirmation of the launch.

Significant feat
In Washington, U.S. State Department spokeswoman Victoria Nuland told reporters she could not confirm whether Iran had successfully sent a monkey into space or conducted any launch at all, saying that if it had done so "it's a serious concern."

Nuland said such a launch would violate U.N. Security Council Resolution 1929, whose text bars Iran from "any activity related to ballistic missiles capable of delivering nuclear weapons, including launches using ballistic missile technology."

The West worries that long-range ballistic technology used to propel Iranian satellites into orbit could be put to use dispatching nuclear warheads to a target.

Bruno Gruselle of France's Foundation for Strategic Research said that if the monkey launch report were true it would suggest a "quite significant" engineering feat by Iran.

"If you can show that you are able to protect a vehicle of this sort from re-entry, then you can probably protect a military warhead and make it survive the high temperatures and high pressures of re-entering," Gruselle said.

The monkey launch would be similar to sending up a satellite weighing some 2,000 kg (4,400 pounds), he said. Success would suggest a capacity to deploy a surface-to-surface missile with a range of a few thousand kilometers (miles).

Michael Elleman, a missile expert at the International Institute for Strategic Studies think-tank, said Iran had demonstrated "no new military or strategic capability" with the launch.

"Nonetheless, Iran has an ambitious space exploration program that includes the goal of placing a human in space in the next five or so years and a human-inhabited orbital capsule by the end of the decade," Elleman said. "Today's achievement is one step toward the goal, albeit a small one."

The Islamic Republic announced plans in 2011 to send a monkey into space, but that attempt was reported to have failed.

Nuclear-weapons capability requires three components - enough fissile material such as highly enriched uranium, a reliable weapons device miniaturized to fit into a missile cone, and an effective delivery system, such as a ballistic missile that can grow out of a space launch program.

Iran's efforts to develop and test ballistic missiles and build a space launch capability have contributed to Israeli calls for pre-emptive strikes on Iranian nuclear sites and billions of dollars of U.S. ballistic missile defence spending.

Maneuvering over next talks
A spokesman for EU foreign policy chief Catherine Ashton said the powers had offered a February meeting to Iran, after a proposal to meet at the end of January was refused.

"Iran did not accept our offer to go to Istanbul on January 28 and 29 and so we have offered new dates in February. We have continued to offer dates since December. We are disappointed the Iranians have not yet agreed," Michael Mann reporters.

He said Iranian negotiators had imposed new conditions for resuming talks and that EU powers were concerned this might be a stalling tactic. The last in a sporadic series of fruitless talks was held last June.

Iranian officials deny blame for the delays and say Western countries squandered opportunities for meetings by waiting until after the U.S. presidential election in November.

"We have always said that we are ready to negotiate until a result is reached and we have never broken off discussions," IRNA quoted Iranian Foreign Minister Ali Akbar Salehi as saying.

Salehi has suggested holding the next round in Cairo but said the powers wanted another venue. He also said that Sweden, Kazakhstan and Switzerland had offered to host the talks.

In Moscow, Russian Foreign Minister Sergei Lavrov told a news conference: "We are ready to meet at any location as soon as possible. We believe the essence of our talks is far more important (than the site), and we hope that common sense will prevail and we will stop behaving like little children."

Ashton is overseeing diplomatic contacts on behalf of the powers hoping to persuade Tehran to stop higher-grade uranium enrichment and accept stricter U.N. inspections in return for civilian nuclear cooperation and relief from U.N. sanctions.

Iran denies Fordow blast
Reuters has been unable to verify reports since Friday of an explosion early last week at the underground Fordow bunker that some Israeli and Western media said wrought heavy damage.

"The false news of an explosion at Fordow is Western propaganda ahead of nuclear negotiations to influence their process and outcome," IRNA quoted deputy Iranian nuclear energy agency chief Saeed Shamseddin Bar Broudi as saying.

In late 2011 the plant at Fordow began producing uranium enriched to 20 percent fissile purity, well above the 3.5 percent level normally needed for nuclear power stations.

While such higher-grade enrichment remains nominally far below the 90 percent level required for an atomic bomb, nuclear proliferation experts say the 20 percent threshold represents the bulk of the time and effort involved in yielding weapons-grade material - if that were Iran's goal.

Tehran says its enhanced enrichment is to make fuel for a research reactor that produces isotopes for medical care.

Diplomats in Vienna, where the U.N. nuclear watchdog agency is based, said on Monday they had no knowledge of any incident at Fordow but were looking into the reports.

"I have heard and seen various reports but am unable to authenticate them," a senior diplomat in Vienna told Reuters.

The International Atomic Energy Agency, which regularly inspects declared Iranian nuclear sites including Fordow, had no immediate comment on the issue.

Iran has accused Israel and the United States of trying to sabotage its nuclear program with cyber attacks and assassinations of its nuclear scientists. Washington has denied any role in the killings while Israel has declined to comment.

Step into the Twilight Zone: Can Earthlings Adjust to a Longer Day on Mars?

On the eve of science writer Katie Worth's experiment to live on Mars time and blog about how it feels, she explains how living between time zones across the universe can prove disastrous without guidance from sleep scientists

"Mutinous" is not a word frequently used to describe teams of NASA scientists and engineers.

But that's precisely the term employed by Harvard University sleep scientist Charles Czeisler to explain what happened when the group operating the Pathfinder mission's rover in 1997 was required to live indefinitely on Mars time.

"They didn't really have a plan for dealing with the Martian day before they went up, and the rover lasted a lot longer than it was supposed to, so they actually had a mutiny and wanted to shut the thing off because they were so exhausted," he says, drily adding the obvious: "NASA wasn't too happy with that notion."

The Mars day, called a sol, is 39 minutes and 35 seconds longer than an Earth day. Every time NASA lands a robot on the Red Planet, its operations team must adapt to that long Martian day for the first period of roving, to take full advantage of the hours between the data transmission at the end of the rover's day and the upload of new commands the following Mars morning.

Staying up for 40 minutes extra each day, as Harvard sleep scientist Laura Barger points out, doesn't sound like much. "When you first think about it, it even sounds like a good thing, having a little extra time," she says. But not for long: The team's work schedule floats through two time zones every three days, while its actual location merrily persists in its normal light-dark habits. The team creeps from day shifts to night shifts and back.

Living for long on this perpetual Mars lag has proved extraordinarily unpopular. Joy Crisp, now a principal scientist at the NASA Jet Propulsion Laboratory, recalls the Pathfinder mission, which initially was expected to last seven days but ultimately endured 85. Nobody had planned for it. "I just remember getting to day 30 and thinking, 'I can't keep this up,'" Crisp says. Neither could anyone else, and the disgruntled staff forced NASA leadership to drastically change the schedule.

The agency was more prepared for the Spirit and Opportunity rover missions in 2004 and asked Czeisler to chair an advisory panel about how to handle the Mars time adjustment. But such guidance lost its utility when the two rovers landed within three weeks of each other on opposite ends of Mars?the equivalent of Denver and New Delhi?resulting in hordes of enthusiastic but exhausted workers bouncing between three time zones on two planets.

NASA leaders claim they have become more sensitive to the issue over the years. Andrew Mishkin, who helped plan the Curiosity mission, says that for the first time NASA officials decided to put a definitive three-month cap on Mars time. They also scheduled people to work no more than four days in a row, encouraged employees to monitor their own and their colleagues' fatigue levels, and had Human Resources prowl the lab for zombied workers to send home. "But everybody was pretty tired of it by November," when the 90th sol finally set, Mishkin says. And when NASA officials wanted to extend the Mars schedule past the 90th sol because the rover was running behind schedule, they put it up to a democratic vote: The answer was a resounding "No."

Research indicates there is more NASA could do for these tired people. Barger led an experiment using volunteers from the Phoenix lander operations crew in 2008, providing them with education about circadian rhythms, specific sleep-wake and caffeine schedules to adhere to, and countermeasures such as blue-light boxes to place on their desks. The 19 volunteers were monitored with medical tests, and their progress was tracked with wristwatch-size detectors. The experiment was limited by a small sample size and no control group, but 87 percent of participants reported they were able to adjust to the sol.

One might imagine that NASA would have leapt on research like this and provided the same countermeasures for its Curiosity mission, but it did not. Harvard sleep scientist Steven Lockley says NASA simply doesn't take human factors as seriously as it should, adopting our culture's flippant "I'll sleep when I'm dead" attitude about getting rest. To make matters worse, NASA's ranks are filled, he says, with "highly motivated A types who think they can overcome anything?but that's not true, because biology is there for everyone."

Beer's bitter compounds could help brew new medicines

Jan. 29, 2013 ? Researchers employing a century-old observational technique have determined the precise configuration of humulones, substances derived from hops that give beer its distinctive flavor.

That might not sound like a big deal to the average brewmaster, but the findings overturn results reported in scientific literature in the last 40 years and could lead to new pharmaceuticals to treat diabetes, some types of cancer and other maladies.

"Now that we have the right results, what happens to the bitter hops in the beer-brewing process makes a lot more sense," said Werner Kaminsky, a University of Washington research associate professor of chemistry.

Kaminsky is the lead author of a paper describing the findings, published this month in the journal Angewandte Chemie International Edition.

There is documentation that beer and its bittering acids, in moderation, have beneficial effects on diabetes, some forms of cancer, inflammation and perhaps even weight loss.

Kaminsky used a process called X-ray crystallography to figure out the exact structure of those acids, humulone molecules and some of their derivatives, produced from hops in the brewing process. That structure is important to researchers looking for ways to incorporate those substances, and their health effects, into new pharmaceuticals.

Humulone molecules are rearranged during the brewing process to contain a ring with five carbon atoms instead of six. At the end of the process two side groups are formed that can be configured in four different ways -- both groups can be above the ring or below, or they can be on opposite sides.

Which of the forms the molecule takes determines its "handedness," Kaminsky said, and that is important for understanding how a particular humulone will react with another substance. If they are paired correctly, they will fit together like a nut and bolt.

If paired incorrectly, they might not fit together at all or it could be like placing a right hand into a left-handed glove. That could produce disastrous results in pharmaceuticals.

Kaminsky cited thalidomide, which has a number of safe uses but was famously used to treat morning sickness in pregnant women in the late 1950s and early 1960s before it was discovered to cause birth defects. Molecule "handedness" in one form of the drug was responsible for the birth defects, while the orientation of molecules in another form did not appear to have the negative effects.

To determine the configuration of humulones formed in the brewing process, coauthors Jan Urban, Clinton Dahlberg and Brian Carroll of KinDex Therapeutics, a Seattle pharmaceutical firm that funded the research, recovered acids from the brewing process and purified them.

They converted the humulones to salt crystals and sent them to Kaminsky, who used X-ray crystallography -- a technique developed in the early 20th century -- to determine the exact configuration of the molecules.

"Now that we know which hand belongs to which molecule, we can determine which molecule goes to which bitterness taste in beer," Kaminsky said.

The authors point out that while "excessive beer consumption cannot be recommended to propagate good health, isolated humulones and their derivatives can be prescribed with documented health benefits."

Some of the compounds have been shown to affect specific illnesses, Kaminsky said, while some with a slight difference in the arrangement of carbon atoms have been ineffective.

The new research sets the stage for finding which of those humulones might be useful in new compounds to be used as medical treatments.

Google pledges fight over access to users' email

10 hrs.

Google will lobby?Washington this?year?to make it harder for law enforcement authorities to gain access to emails and other digital messages.

In a blog post on Monday, linked to Data Privacy Day, Google's chief legal officer, David Drummond, said the tech giant, in coalition with many other powerful tech companies, will try to convince Congress to update a 1986 privacy protection law.

He cited data, shared last week, showing that government requests for Google's user data increased more than 70 percent since 2009.

In 2012, Google said, it received 16,407 requests for user data affecting 31,072 users or accounts, more than half of them accompanied by a subpoena.

"We're a law-abiding company, and we don't want our services to be used in harmful ways. But it's just as important that laws protect you against overly broad requests for your personal information," Drummond said in the post.

The U.S. Electronic Communications Privacy Act, passed in the early days of the Internet, does not require government investigators to have a search warrant when requesting access to old emails and messages that are stored online, providing less protection for them than, say, letters stored in a desk drawer or even messages saved on a computer's hard drive.

The current system also makes complex distinctions, many disputed in courts, between emails saved as drafts online, in transit, unopened or opened. Some of them are to be released with subpoenas, which have a lower threshold than search warrants as they often do not involve a judge.

A warrant is generally approved by a judge if investigators have "probable cause" to believe that their search is likely to turn up information related to a crime.

Google, Microsoft, Yahoo and popular social media site Twitter ? among others ? have resisted turning over customer data.

They have put in place policies, based on the constitutional protection from unreasonable searches, that require search warrants for access to content of private communications.

Privacy activists say the outdated law should be reformed to extend the constitutional right to privacy online, but legislation limiting government requests will not face an easy road.

Last year, Democratic Senator Patrick Leahy, who chairs the Senate Judiciary Committee, introduced a bill that would have updated the current law.

It triggered a wave of concerns from the police and FBI that new restrictions would impede crime investigations and possibly endanger victims.

"After three decades, it is essential that Congress update ECPA to ensure that this critical law keeps pace with new technologies and the way Americans use and store email today," Leahy said in a statement on Monday.

His privacy legislation died in Congress last year after his counterpart in the House of Representatives, House Judiciary Committee Chairman Bob Goodlatte, a Republican, drafted another version of that bill, which also tackled other issues but stripped out privacy reform language.

Last year, Goodlatte said he was willing to consider the privacy law reform, but that the timeline then was too short for a "thorough examination."

Leahy has now included the change of privacy laws as one of his top priorities this year.

Chevron Paid $10 Million in Claims Following Refinery Fire

Chevron U.S.A. has paid approximately $10 million in claims to compensate area hospitals, affected community members and local government agencies since its August fire at a refinery in Richmond, Calif., according to an update by the company released this week.

* On Aug. 6, 2012, a fire broke out due to a piping rupture at the oil refinery in Richmond, the report stated. Due to a high level of sulfur dioxide released with the emission, residents of Richmond, San Pablo and North Richmond were advised to stay indoors until the fire was controlled.

* Other materials released into the air from the fire include methane, non-methane hydrocarbon, hydrogen sulfide and nitric oxides.

* The Contra Costa Health Services website reported that a large number of people sought medical attention at local emergency rooms, mostly for minor complaints of nose, throat or eye irritation and respiratory issues. Three individuals were admitted to the hospital, Chevron stated.

* Some minor employee injuries were also reported with the incident, including burns, abdominal discomfort, respiratory irritation, blisters and bruises, the company stated.

* Air sampling in the surrounding area on Aug. 7-8 showed that the concentrations of hydrogen sulfide, sulfur dioxide and carbon monoxide were below detection limits, the company stated.

* According to the company, a claims process was established in order to compensate community members for medical and property expenses that occurred because of the fire. As of Jan. 21, the company says about 23,900 claims have been initiated and it has paid $10 million in compensation.

* Chevron stated this week that its investigation of the incident is ongoing and that it is working with multiple governmental agencies to discover what caused the leak in the piping system that led to the fire.

* The Associated Press reported in early January that federal investigators believe that firefighters may have accidentally damaged the pipe while trying to put out a small flash fire that had been caused by a leak in the line. The larger damage in the pipe would have released more gas, and could have led to the larger fire.

* According to Reuters, Chevron -- the second-largest U.S. oil company -- is planning to bring the Richmond refinery back to full production this quarter. Even though it posted decreased refining input in the third quarter of last year because of the fire, the company's worldwide output was the was the highest it has been since mid-2011 at the end of the year.

Irrigation in California's Central Valley intensifies rainfall, storms across the Southwest

Jan. 28, 2013 ? Agricultural irrigation in California's Central Valley doubles the amount of water vapor pumped into the atmosphere, ratcheting up rainfall and powerful monsoons across the interior Southwest, according to a new study by UC Irvine scientists.

Moisture on the vast farm fields evaporates, is blown over the Sierra Nevada and dumps 15 percent more than average summer rain in numerous other states. Runoff to the Colorado River increases by 28 percent, and the Four Corners region experiences a 56 percent boost in runoff. While the additional water supply can be a good thing, the transport pattern also accelerates the severity of monsoons and other potentially destructive seasonal weather events.

"If we stop irrigating in the Valley, we'll see a decrease in stream flow in the Colorado River basin," said climate hydrologist Jay Famiglietti, senior author on the paper, which will be published online Jan. 29, in the journal Geophysical Research Letters. The basin provides water for about 35 million people, including those in Los Angeles, Las Vegas and Phoenix. But the extra water vapor also accelerates normal atmospheric circulation, he said, "firing up" the annual storm cycle and drawing in more water vapor from the Gulf of Mexico as well as the Central Valley.

When the additional waves of moisture bump into developing monsoons, Famiglietti said, "it's like throwing fuel on a fire."

Famiglietti, an Earth system science professor in the School of Physical Sciences, and colleague Min-Hui Lo, a postdoctoral researcher at the University of California Center for Hydrologic Modeling who is now at National Taiwan University, painstakingly entered regional irrigation levels into global rainfall and weather models and traced the patterns.

"All percent differences in the paper are the differences between applying irrigation to the Central Valley and not applying it," Famiglietti said. "That's the point of the study -- and the beauty of using computer models. You can isolate the phenomenon that you wish to explore, in this case, irrigation versus no irrigation."

Famiglietti's team plans to increase the scope of the work to track how major human water usage elsewhere in the world affects neighboring areas too. A better understanding of irrigation's impact on the changing climate and water availability could improve resource management in parched or flooded areas.

Barnes & Noble To Shutter One-Third Of Retail Stores Over The Next 10 Years

barnesnoble_featuredBarnes & Noble has put up an excellent fight over the past few years against the rising tide of digital competitors like iPad, Kindle Fire, etc. But it would seem that the bookseller has still come up a bit short, as the Wall Street Journal reports that the company has plans to shut down nearly 20 stores per year over the course of the next decade.

Yahoo sees revenue climb this year, but long road ahead

(Reuters) - Yahoo Inc forecast a modest uptick in revenue for the current year as it revamps its family of websites but Chief Executive Marissa Mayer warned it would be a long journey to revive the Internet company's fortunes.

In Yahoo's first financial outlook since Mayer became CEO in July, the company outlined a plan to trigger a "chain reaction of growth" by overhauling a dozen of its online services to increase the amount of time users spent on its websites.

It also pointed to strength in its search advertising business and progress made in improving its internal operations.

Yahoo's shares were 3 percent higher in after hours trade after the revenue projection was disclosed during an analysts conference call, shedding some ground after earlier rising as much as 4.5 percent.

But weakness in Yahoo's display ad business, which accounts for roughly 40 percent of the company's total revenue, caught some analysts by surprise.

"While the road to growth is certain, it will not be immediate," said Mayer, a former Google Inc executive and Yahoo's third full-time CEO since September 2011.

Yahoo said that revenue, excluding fees it pays to partner websites, will range between $4.5 billion and $4.6 billion in 2013, implying an annual growth rate of 0.7 percent to 3 percent.

Finance Chief Ken Goldman also warned investors to expect "an investment phase" in the first half of the year, which he said would impact profit margins.

"What was clear from the call is that this is a long-term turnaround story," said Macquarie Research analyst Ben Schachter. "We shouldn't expect anything to just snap back and correct itself."

During the fourth quarter, Yahoo's net revenue increased 4 percent year-on-year to $1.22 billion, as search advertising sales offset a 10 percent decline in the number of display ads sold on Yahoo's core properties.

Mayer said the decline was the result of less activity by visitors to its popular websites, such as its Web email service, and to a lesser extent due to users accessing the Web on smartphones, where Yahoo's ad business is not as strong.

Efforts to revamp its mobile properties, begun last year with a redesign of the photo-sharing service Flickr, remain on track, said Mayer, noting that Yahoo now has 200 million monthly mobile users.

"From a monetization perspective this is still a very nascent source of revenue for us. With any platform shift, revenue always followed users and mobile will be no different," she said.

Mayer took over after a tumultuous period at Yahoo in which former CEO Scott Thompson resigned after less than 6 months on the job over a controversy about his academic credentials and in which Yahoo co-founder Jerry Yang resigned from the board and cut his ties with the company.

Yahoo's stock has risen roughly 30 percent since Mayer took the helm, reaching its highest levels since 2008.

Part of the stock's rise has been driven by significant stock buybacks, using proceeds from a $7.6 billion deal to sell half of its 40 percent stake in Chinese Internet company Alibaba Group, said Sameet Sinha, an analyst with B. Riley Caris.

Yahoo said it repurchased $1.5 billion worth of shares during the fourth quarter.

The company's fourth-quarter net income was $272.3 million, or 23 cents per share, versus $295.6 million, or 24 cents per share in the year-ago period.

Excluding certain items, Yahoo said it had earnings per share of 32 cents, versus the average analyst expectation of 28 cents according to Thomson Reuters I/B/E/S.

For the first quarter, Yahoo said it expects revenue, excluding partner website fees, of $1.07 billion to $1.1 billion, trailing the $1.1 billion that Wall Street analysts expect on average.

Shares of Yahoo were up 59 cents at $20.90 in after-hours trading on Monday.
