South Africa's Zuma takes anti-rape campaign to the classroom

CAPE TOWN (Reuters) - President Jacob Zuma launched an anti-rape campaign targeting South Africa's 10 million schoolchildren on Thursday, an attempt to tackle some of the world's highest levels of sexual violence in a country where many are inured to reports of such crimes.

Girls and boys suffer sexual abuse, bullying and rape in the classroom and playground on a regular basis, according to domestic media reports, and researchers say many youngsters do not know what is right and wrong.

"What we are launching today is not a women's campaign. It is everybody's campaign," said Zuma, who was himself acquitted in a 2006 rape case while serving as deputy president.

Police and the justice system notoriously fail to do their part in protecting victims and prosecuting perpetrators. Even when rape suspects are caught, only 12 percent of cases end in conviction. This month, a 2-year-old girl was raped by a man out on bail for two other sexual offences, local media reported.

The gang rape, mutilation and murder of a 17-year-old near Cape Town, also this month, sparked outrage, and calls for tougher penalties for offenders, including chemical castration.

The high-profile arrest of Olympic track star Oscar Pistorius for shooting his girlfriend - a model and gender activist - a week later added impetus to the drive, which also drew inspiration from the massive protests in India at the gang rape and murder of a woman on a New Delhi bus.

Last year, a 17-year-old girl in Soweto was gang-raped by seven men who recorded the incident on a cellphone video that then went viral. The seven are yet to stand trial.

"We have come together to say that these horrendous attacks must stop," Zuma told a packed hall at Glendale Secondary School in Mitchell's Plain, an impoverished township 25 km (15 miles) east of Cape Town.

From Friday, government schools will inform pupils at weekly assemblies about rape and other sexual crimes to discourage potential offenders and encourage victims to come forward.

There were 65,000 reported sexual assaults last year in South Africa, with young women the victims in the majority of cases. South Africa's statistics agency has estimated that the country's rape rate is the highest of all Interpol countries.

"There is a general perception that students do not know what rape or sexual harassment is," said Tich Chikowore, head of LifeLine Southern Africa, which runs school outreach programs.

"The message must be inculcated at a young age, constantly, so that it resonates with them into adulthood."

At 1,200-pupil Glendale Secondary, Zuma's speech was greeted by clapping, nodding of heads and, in some, a determination to enforce the campaign's 'enough is enough' tagline.

"You can say a pledge as much as you want, but we as young girls and women need to say 'If you strike a woman, you strike a rock'," said student Precious Gqirana, invoking a popular slogan used during the struggle against apartheid.

?Anastacia has sadly been diagnosed with breast cancer for the second time after having successfully survived her 2003 battle with the disease,? reads the statement, which was posted on the singers Facebook. ?Consequently she has been forced to cancel all performances, tours and any travel from now until further notice. Anastacia was excited about her forthcoming European tour which was due to start April 6th in London. ?I feel so awful to be letting down all my amazing fans who were looking forward to It?s A Man?s World Tour. It just breaks my heart to disappoint them? she said.?

?Anastacia will continue the writing and recording of her new album despite her diagnosis and hopes to schedule a new tour as soon as possible. Now more then ever, she is determined to live by her motto ?Don?t ever let cancer get the ?Best of You!?? A born survivor, Anastacia has one goal and that is to make a full recovery with the support of her family, friends and everyone around her.?

Rosa Parks honored with statue at Capitol

WASHINGTON (AP) ? President Barack Obama and congressional leaders unveiled a full-length statue of civil rights icon Rosa Parks in the Capitol Wednesday, paying tribute to a figure whose name became synonymous with courage in the face of injustice.

Parks becomes the first black woman to be honored with a full-length statue in the Capitol's Statuary Hall. A bust of another black woman, abolitionist Sojourner Truth, sits in the Capitol Visitors Center.

Obama said that with the installation of the statue, Parks, who died in 2005, has taken her rightful place among those who have shaped the course of U.S. history. He said her presence in Capitol would serve to "remind us no matter how humble or lofty our positions, just what it is that leadership requires."

Obama and House Speaker John Boehner jointly led the unveiling, standing with the statue between them as they grasped and pulled in opposite directions on the braided cord that held the covering. Congressional leaders in the House and Senate joined Parks' niece in tugging on the cord.

"We do well by placing a statue of her here," Obama said, "but we can do no greater honor to her memory than to carry forward the power of her principle and a courage born of conviction."

The statue portrays Parks seated, wearing a hat and clutching her trademark purse ? "a permanent reminder of the cause she embodied," said Senate Minority Leader Mitch McConnell.

The several hundred lawmakers, family and congressional staff who gathered for the ceremony in the vaulted hall rose to their feet and whooped as Boehner opened the ceremony.

"Here in the hall, she casts an unlikely silhouette ? unassuming in a lineup of proud stares, challenging all of us once more to look up and to draw strength from stillness," said Boehner, R-Ohio.

Parks is famous for her 1955 refusal to give up her seat on a city bus in Alabama to a white man, but there's plenty about the rest of her experiences that she deliberately withheld from her family.

While Parks and her husband, Raymond, were childless, her brother, the late Sylvester McCauley, had 13 children. They decided Parks' nieces and nephews didn't need to know the horrible details surrounding her civil rights activism, said Rhea McCauley, Parks' niece.

"They didn't talk about the lynchings and the Jim Crow laws," said McCauley, 61, of Orlando, Fla. "They didn't talk about that stuff to us kids. Everyone wanted to forget about it and sweep it under the rug."

He said more than 50 of Parks' relatives traveled to Washington for the ceremony.

In a pivotal moment in the civil rights movement, Rosa Parks refused to give up her seat on a city bus in segregated Montgomery, Ala. She was arrested, touching off a bus boycott that stretched over a year.

Senate Majority Leader Harry Reid, D-Nev., said Parks had "moved the world when she refused to move her seat."

Jeanne Theoharis, author of the new biography "The Rebellious Life of Mrs. Rosa Parks," said Parks was very much a full-fledged civil rights activist, yet her contributions have not been treated like those of other movement leaders, such as the Rev. Martin Luther King Jr.

"Rosa Parks is typically honored as a woman of courage, but that honor focuses on the one act she made on the bus on Dec. 5, 1955," said Theoharis, a political science professor at Brooklyn College-City University of New York.

"That courage, that night was the product of decades of political work before that and continued ... decades after" in Detroit, she said.

Parks died Oct. 24, 2005, at age 92. The U.S. Postal Service issued a stamp in her honor on Feb. 4, which would have been her 100th birthday.

Parks was raised by her mother and grandparents who taught her that part of being respected was to demand respect, said Theoharis, who spent six years researching and writing the Parks biography.

She was an educated woman who recalled seeing her grandfather sitting on the porch steps with a gun during the height of white violence against blacks in post-World War I Alabama.

After she married Raymond Parks, she joined him in his work in trying to help nine young black men, ages 12 to 19, who were accused of raping two white women in 1931. The nine were later convicted by an all-white jury in Scottsboro, Ala., part of a long legal odyssey for the so-called Scottsboro Boys.

In the 1940s, Parks joined the NAACP and was elected secretary of its Montgomery, Ala., branch, working with civil rights activist Edgar Nixon to fight barriers to voting for blacks and investigate sexual violence against women, Theoharis said.

Just five months before refusing to give up her seat, Parks attended Highlander Folk School, which trained community organizers on issues of poverty but had begun turning its attention to civil rights.

After the bus boycott, Parks and her husband lost their jobs and were threatened. They left for Detroit, where Parks was an activist against the war in Vietnam and worked on poverty, housing and racial justice issues, Theoharis said.

Theoharis said that while she considers the 9-foot-statue of Parks in the Capitol an "incredible honor" for Parks, "I worry about putting this history in the past when the actual Rosa Parks was working on and calling on us to continue to work on racial injustice."

Parks has been honored previously in Washington with the Presidential Medal of Freedom in 1996 and the Congressional Gold Medal in 1999, both during the Clinton administration.

But McCauley said the Statuary Hall honor is different.

"The medal you could take it, put it on a mantel," McCauley said. "But her being in the hall itself is permanent and children will be able to tour the (Capitol) and look up and see my aunt's face."

HTC has been pushing the new camera features included in Sense 5, and one of the most interesting ones (pardon the pun) is HTC Zoe. It's honestly not the easiest thing to explain, and is best seen in its full form, which HTC is helping out with by putting up its "HTC Zoe Share" site today for all to see. The basic idea is to take multiple pictures and video clips at the same time, and then let the software stitch them, add filters, transitions and music. The end result is likely to make a more enjoyable piece of footage than what you'd normally get out of a smart phone camera.

Head to the source link below to see one of the headline Zoes from the HTC One launch event, which shows off what this feature is capable of. The entire piece is just 30 seconds, but tells a bit of a story in just a short time. We can only imagine what some real artists will be able to do with this once it hits consumer's hands.

Using Facebook app may be cheaper than texting

Facebook has sweet-talked 18 cellphone operators in 14 countries to get discounted or free data for Facebookers who text and chat on Facebook's Messenger app.

When the details are ironed out and the deal kicks in, messaging via Facebook?s messenger service may turn out to be cheaper than texting in some countries. The feature will work on the Messenger app for Android or iPhone and the Every Phone service for basic phones.

While Facebook doesn't mention this in its announcement of the deal, The Atlantic brings up the possibility that the feature may make calling cheaper too.

That's an intriguing possibility. Facebook does have a calling service tucked within the Messenger app. But for now, this feature is limited to the Messenger app on iPhones. And, it's only available in the US and Canada--two countries that are absent from the Facebook's list of new mobile operator partners.

If the calling feature did roll out to non-iPhone phones globally, it could make Facebook an attractive mobile tool. In places like India, for example, mobile users go to elaborate lengths to avoid paying call fees on their cell phone, spawning a convoluted but surprisingly functional "missed call ecosystem." It's reasonable to assume that any free mobile service that carried a free (or discounted) calling feature tucked in could become a popular one among mobile phone owners.

Of course, this would depend on what price the "discounted" data plans were fixed at, and if, if ever, Facebook took its voice calling global. If we got that far, would mobile operators be willing to let Facebook up their data-based calling feature and let it benefit from a discounted data scheme? A Facebook spokesperson told NBC News Digital that "the length of the free/discounted data [would be established] at the discretion of the mobile operator." As to the nitty-gritty of the deals, they have no other details to share, so we'll just to wait and see. In the meanwhile, here are the operators involved:

Job duties include:

Accounts Receivable
*Perform daily client cash intake processes in accordance with Firm audit standards, to include: depositing (electronically or counter deposits at the bank) cash and checks, reporting totals to management, filing and maintaining accurate records, and researching of unidentifiable checks.
*Provide general assistance to the Client Accounting Department by researching client payments, provide check back-up documentation as requested and assist with the monthly bank reconciliation research.

Billing

New insights into the signaling network of the vital protein mTOR

Feb. 22, 2013 ? Many diseases are caused by malfunction of the mTOR signaling network. Accurate knowledge of network protagonists could therefore provide new therapeutic targets. The research group of Prof. Michael N. Hall at the Biozentrum of the University of Basel has now identified a number of new mTOR-regulated proteins, including an enzyme that is essential for the production of the building blocks of DNA.

Their results were recently published in the journal Science.

The protein mammalian target of rapamycin (mTOR) controls fundamentally important processes such as cell growth and metabolism. As the core component of two complexes, mTORC1 and mTORC2, it stimulates the production of proteins and fats, and ensures that cells have an adequate energy supply. Dysregulation of the finely-tuned mTOR signaling network is causally involved in the development of serious diseases such as cancer, cardiovascular diseases and diabetes. The search for previously unknown mTOR-regulated proteins could provide new approaches to treat these diseases.

Novel mTOR Target Proteins Identified

Because of the central role of mTOR in the cell, scientists suspect that many of the proteins and processes it controls remain to be discovered. By means of a very advanced technology, the so-called quantitative phosphoproteomics, the research group of Hall has now been able to identify more than 300 new mTOR target proteins which perform a wide range of tasks.

Detailed investigations showed that the mTORC1 stimulates, amongst others, the formation of nucleotides and thus controls the growth and proliferation of cells. Nucleotides are the building blocks of the genetic material and are manufactured in several steps from simple molecules. The first steps in the biosynthesis of nucleotides are mediated by the CAD enzyme. mTORC1 enhances the association of multiple CAD enzymes to form oligomers and thereby stimulates CAD activity and the production of nucleotides.

Many Details Unknown

Although we now understand well how mTOR acts, the current results show that there are still many details which are unknown. The comprehensive investigation of the mTOR-controlled signaling pathways and the effects of regulation deficiencies are enourmously important for the understanding of disease processes and the development of new therapeutic approaches. With their research, Hall and his team add another important piece to the mTOR puzzle.

(AP) ? Kneeling beside a line of freshly dug trenches carved like one long, open wound into a lush hillside, the rebel sergeant peered through dusty binoculars at all his troops had lost.

Scattered across the sprawling valley below, a dozen thatched-roof homes stood quiet, abandoned by fleeing villagers as government forces drew near. Towering above: four forested mountain ridges seized by Myanmar's army after some of the bloodiest clashes here in decades ? so fierce the ethnic Kachin guerrillas who survived said the artillery fire came down like rain.

If the Kachin Independence Army, the last armed insurgent group still at war in Myanmar, loses just one more mountain ridge, there will be little to stop government forces from taking their stronghold on the Chinese border. They are ill-equipped ? some rebels wear helmets made only of hardened plastic and admit running low on ammunition ? but they remain defiant.

"We're very vulnerable because the army now holds the high ground," rebel Sgt. Brang Shawng said as he scanned the new front line at Lawa Yang, where his unit retreated last month.

But he added: "We will never give up. For us, this is a fight for self-determination, and I'll keep fighting for it until I die."

Government soldiers, bolstered for the first time by screeching fighter jets and helicopter gunships that pounded the hills for weeks, advanced late last month to within just a few kilometers (miles) of the rebel headquarters town of Laiza, the closest they have ever come.

The region has been relatively calm since, but even so, the dramatic upsurge in fighting underscores how far Myanmar is from achieving one of the things it needs most ? a political settlement to end not just the war with the Kachin, but decades-long conflicts with more than a dozen other rebel armies that have plagued the country for decades and still threaten its future.

Much is at stake for this Southeast Asian nation, which has stunned the world by opening politically and economically over the last two years following five decades of military rule. President Thein Sein's government rose to power in 2011 following elections that rights groups said were neither free nor fair, but it has since ushered in reforms, freed political prisoners and allowed opposition leader Aung San Suu Kyi and her supporters to be elected to parliament.

Still, Myanmar has yet to resolve a multitude of conflicts with its ethnic minorities, which make up about 40 percent of the population. Their persistent push for political autonomy has turned vast patchworks of territory along the borders with China and Thailand into rebel fiefdoms rich in jade, timber, gold and opium.

In Kachin state alone, the control of which is split between rebels and the government, resource-hungry China has invested billions of dollars in hydroelectric dams. A Chinese-backed pipeline project is due to begin pumping oil and gas from the Bay of Bengal in May, and more development projects are planned, including highways and railways that would link Indian Ocean seaports with the rest of Southeast Asia. Most of them cross rebel zones.

Thein Sein's administration has signed truce deals with 18 armed groups ? everyone except the Kachin, according to Min Zaw Oo, who heads cease-fire negotiations at the Myanmar Peace Center, a government-appointed body that is coordinating peace talks.

Most of those truces had already been negotiated with the former junta, but the nation's former military rulers "never accepted the need for a political settlement," Min Zaw Oo said.

Thein Sein's administration, by contrast, realizes a cease-fire alone is not sufficient, he said. "This government sees dialogue as key. It is ready to talk. That's a major policy distinction."

Min Zaw Oo said he believes Myanmar has the best chance in 60 years of ending the country's ethnic conflicts. But he acknowledged that "practically, there are a lot of obstacles in the way."

Distrust runs deep, and even the truces remain fragile. The army and rebels in eastern Shan state, for example, have clashed at least 44 times since agreeing a cease-fire last year, Min Zaw Oo said.

In Kachin state, there has been speculation the government was trying to strengthen its hand at negotiations by escalating the war to new heights with airstrikes. But rebel Col. Zaw Taung, director of strategic analysis for the Kachin Independence Army, said the skirmishes only pushed the two sides further apart.

"They say they want peace, but they just threw everything they have against us," he said. "With one hand they're trying to burn us, with the other, they're trying douse us with water. They cannot be trusted."

The army, like the rebels, insists it fought only in self-defense.

On Wednesday, government envoys resumed talks in the Thai city of Chiang Mai with the United Nationalities Federal Council, an alliance of 11 ethnic militias, including the Kachin, that banded together last year. Few expected any breakthroughs, and no cease-fire was reached with the Kachin, which have met the government more than a dozen times since war in the north reignited in 2011.

The talks are "only about the framework of future discussions," said Hkun Okker, a senior alliance member. "We're demanding a political dialogue, and the government agrees, but real dialogue hasn't started."

Last week, Thein Sein acknowledged that his country's history of ethnic conflict has been a major barrier to progress, and that achieving stability is crucial as it pursues a democratic future.

His words, though, were delivered on an occasion infused with bitter irony: Union Day, which commemorates the 1947 deal between Suu Kyi's father, independence hero Gen. Aung San, and ethnic leaders to break away from Britain's colonial arms together.

The so-called Panglong agreement also granted ethnic minorities autonomy, but it fell apart after the assassination of Aung San.

The Kachin, who are predominantly Christian in a majority Buddhist country, first took up arms in 1961. A 1994 truce with the army lasted 17 years, but during that time, rebel demands for rights and a federalist system were never addressed.

Instead, the junta in 2008 forced through a new constitution. The nation's minorities say it places enormous power in the hands of the central government and the military, which rights groups say has orchestrated a campaign of discrimination, forced labor and abuse against the Kachin and other groups for decades. The constitution can be amended only with approval of the armed forces, which even now control 25 percent of parliament.

Tensions rose further in 2009, when the junta tried to persuade ethnic armies to join a new border guard force. Most, including the Kachin, refused.

Two months after Thein Sein took office in 2011, the Kachin truce finally broke down when the army bolstered its presence near a hydropower plant in Dapein that is a joint venture with a Chinese company, and rebels refused to abandon a strategic base nearby.

Since then, more than 100,000 Kachin civilians have been displaced, and the rebels have progressively lost territory, pressed closer and closer against the Chinese border.

Only one major mountain ridge now separates Laiza from Myanmar's army, and a grim mood has settled over the town.

At the main cemetery, workers are erecting concrete tombstones for rebels who died in the latest fighting. At least 23 are buried here under mounds of red dirt, though rebel officials declined to say how many were killed altogether.

Every night, a single-file candlelight peace vigil organized by a Catholic priest snakes through Laiza's darkened and nearly deserted streets. Shops are closed. Displaced people crowd camps perched on a rocky river that marks the border with China.

The rebels, clearly outgunned, say they will not even try to retake lost ground. There is talk of the rebels abandoning Laiza if need be, of shifting their headquarters to a secret location if the army makes a push for the town. Most of their offices on a hillside overlooking town already appear empty, and the rebels' most senior leadership is no longer here.

"For a guerrilla army, what matters most is not holding ground, but maintaining the support of the people," Zaw Taung said, speaking at a Laiza hotel the rebels use as an office that is decorated with wall-to-wall maps.

Judging by comments from many Kachin, across many levels of society, they overwhelmingly support the rebels, whom they see as protectors and their legitimate government, perhaps now more than ever.

Asked why the rebels were the only armed group that has yet to sign a truce with the government, Zaw Taung was dismissive.

"We tried that for 17 years. What did it get us?" he asked. "The only thing that will end the war is a political solution. Without that, a truce means nothing. The fighting will go on."

An iPad Veteran Evaluates an Amazon Kindle Fire HD

First off, this is my blog at TMO, a place where I write about anything I think would be interesting to our readers. What follows is not a review of the Kindle Fire HD. I won?t be showing comparison charts. Instead, my observations are based on my technical background and experience with iPads, but naturally have some opinion attached. The upshot is, basically, for what this device is intended to do, it does it very well indeed. Of course, there?s much more to it, with plusses and minuses for each platform, so let?s get started.

I?ve had the pleasure of being in possession of the this 7-inch Kindle Fire HD (KFHD) since mid December, thanks to the friendly folks at Amazon?s partner, The Outcast Agency. My first article on the KFHD, back in December, was focused on its capabilities as an eBook reader: ?Everything About eBooks eReaders, Pt 6: Amazon Kindle Fire HD.? In the process of writing that article, I noticed some interesting things about the KFHD, but there wasn?t space to discuss them. I?ve been wanting to do that for awhile.

I never handled the original Kindle Fire from 2011. From personal reports and written reviews, I heard about a certain cheapness of build and design. However, the 2012 KFHD is a whole new animal. It?s well made, solid, has a good heft, exhibits a good fit and finish, and is a worthwhile investment in hardware. The more I handle it, the more I appreciate its physical look and quality. I wouldn?t be unhappy to have spent $199 of my own money for one.

The Hardware

The 7-inch KFHD is roughly the same size as an iPad mini but weighs a few ounces more. It has a wider bezel on the front than one would like, and as a result, the actual display area is smaller than the iPad mini. The viewable area is 94 mm wide x 151 mm high (3.7 x 5.9-inches). The iPad mini?s viewable area is 120 mm wide x 161 mm high (4.7 x 6.3-inches). It makes a visible difference.

That, along with the KFHD?s 1280 x 800 resolution can make for small type in the web browser (?Silk?), and web pages in portrait mode are fairly hard to read. And I have 20/15 vision at 12 inches.

Of course, for those interested in the KFHD as an eBook reader, the font size is adjustable, display formatting problems go away, and reading a regular book on it is delightful, as I wrote in the eReader article cited above.

One of the most annoying things about the KFHD is the power button on the top. It is completely flush and hard to find by feel or by sight in any light. It?s a major design blunder by Amazon. And it doesn?t get better with time and practice. Amazon hosed this up really good. That design also makes for difficult screen shots. (Power + volume down.) The same can be said for the volume up and down buttons: they?re hard to find, hard to use.

Unlike the iPad series, there is no physical home button, but a soft home icon is almost always displayed in the control bar at the bottom of the display. I never lost control of the KFHD, and so I never felt that I lost anything by not having a physical home button. If I did, however, it would mean a reboot.

The speakers are just outstanding. I watched and listened to the opening music of Netflix?s House of Cards as well as some action scenes from the movie The Final Countdown on both the KFHD and also the iPad mini, and the KFHD sounded noticeably better because of the speakers on both sides. The iPad mini?s stereo speakers are clustered, side by side, on the bottom. I have frequently been critical of Apple?s design decisions for speakers on all iPad models. However, both tablets sounded the same using Apple?s new EarPods.

The back of the KFHD has a soft texture and easily attracts fingerprints, but they?re easily rubbed out with a soft cloth. The texture does make for a warmer, grippier feeling device ? but then I didn?t invest in a case like I did for the iPad mini, so that offsets.

It does have a gyroscope and accelerometer, helpful for games.?

The Software

The first thing you notice on the KFHD is the Carousel. That?s a showcase of icons something like what Apple used to have with Cover Flow. The most recent apps, books, web pages, and so on are displayed and easy to swipe through. This feature of Android helps the user easily return to whatever they were doing most recently, and iOS has nothing like it.

It?s a difference in philosophy. Apple believes the first page on an iPad should be a page of apps to get you going. Amazon wants to remind you what you did last.

The home page has a ?carousel? of recent items. And, of course, recommendations.

Screen shots are date stamped and in PNG format, as they are on a Mac. But in iOS, they?re numbered photo1, photo2 etc. That makes for a bit of a headache when emailing multiple sets of emails from an iPad to a Mac, leading mostly to having to rename them right away to avoid conflicts. Amazon did the smarter thing here.

Sending an email has several delightful aspects. First, when you touch the shift key, the keyboard display also changes to reflect upper case. It?s a natural, pleasing thing to do. Second, email attachments are trivial to execute and work intuitively. Third, editing text in an email uses nifty, blue 3D calipers that are easy to grasp and move. I found them easier to manipulate than iOS?s blue dots. (See below.)

Fourth, there are word predictions beneath the composition window, above the keyboard. (See above.) When you see the full word you want, just tap it. Finally, Android keyboards have the Swype function that a lot of people like. I had mixed results with it, but then I?m a newbie.

Spelling autocorrection was a real pain, as it?s on by default, and a setting to turn it off isn?t found in the Settings. I finally found out that one must hold down the spacebar to access ?Keyboard Settings.? That?s weird. Original, but weird.

I had, like many others, trouble setting up Gmail. Amazon, it seems, has no interest in supporting Google this way ? from what I?ve read. I have a personal POP mail account that I use for testing in situations like this at a public ISP, and it worked fine. Also, the default search engine is Bing, but you can change that to Yahoo! or Google.? Amazon is not shy about keeping you cozy in its own ecosystem and away from Google if you let them.

Of course, there?s a lot of advertising and recommendations on this device. That?s how Amazon makes its money. But my reaction was that it?s fairly tasteful and low key. After all, if you subscribe to what this kind of consumer tablet does, you can expect it. If you want the peace and quiet of a pure tablet, then, of course, there are other choices.

Login screen has ads, but they?re generally tasteful.

There were some annoyances as well. The battery level can?t be displayed as a percent. You must drag down from the top of the display to reveal the settings page (like iOS Notifications), and there, you can see the battery level along with a lot of other settings and device details. (That notched drag down is something Apple liked about Android and now uses.) Or. you can download an app that shows the percentage remaining with good accuracy.

There is no audible confirmation of emails being sent. Sometimes, I got a prompt that the emailed image was still being processed for sharing, apparently hung, even after it was sent. Rebooting fixed that. Screen shots are tricky thanks to the design of the power and volume buttons.

That theme (above) of burnt orange/yellow (fire) and occasionally green on black looks very handsome and is easy to read.

The KFHD appears to use Ice Cream Sandwich, Android 4.0.3. In general, I found that the OS wasn?t as smooth and glitch-free as iOS 6.x. There were occasional, cosmetic glitches, visual snafus, signs that it isn?t as mature and debugged as iOS. Also, because Amazon has rolled its own customized version, it?s problemnatic whether you can stay up to date with the latest Android OS (Now at 4.2, Jelly Bean) like you could with, say, a Google Nexus ? a pure tablet and a showcase for Android.

Applications

The default app store for the KFHD is Amazon?s and has a total of 45,000 curated apps, I was told by Amazon?s PR firm. But that includes every app that will run.? Those that are native to the KFHD will be fewer, but Amazon declined to break out that number.? Whatever that native number is, it?s a small fraction of the number of? native apps for iPads, about 300,000.? Fortunately, with some technique, you can side load most any Android app, but that also has risks.

The most popular apps are available.

However many native apps there are, the real question is, are the apps most widely used and of interest available for the KFHD customer? I think the answer is yes. In addition to the built-in email client, a web browser, calendar and contacts, you can easily download Twitter, Facebook, Skype, IMDB, Netflix, Pandora, at least three dozen chess apps, PDF readers, USA Today, The Weather Channel, calculators galore, and so on. Many good ones, as with iOS, are free.

I think there is, for many customers, a fundamental set of essential apps, like those above, and they?re all available. If you need exotic, special purpose apps, then this isn?t the kind of device for that. For example, navigation/sextant apps that utilize a rear facing camera and visual overlay are not an option because the KFHD has only a front facing camera.? That?s all part of being a consumer focused tablet, not a general purpose, pure tablet that can be pressed into all kinds of service in business and science.

Summary

The Kindle Fire HD is a special purpose device. It creates a fairly restricted environment in terms of the sheer number of apps and your flexibility to easily install any app of your choosing. There are ads and recommendations. If you pay extra, the ads go away, but the recommendations do not.

Handsome, sturdy, well made ? with some heft.

That said, this is a remarkable product. It?s well made, presents well, feels good in the hand, has considerable resolution on both models (7 and 8.9-inch), great speakers, and the Amazon customized Android OS is much further along, technically, than the original Kindle Fire. The UI is very good looking with crisp colors on black, it?s easy to navigate and fun to use ? but occasionally rough around the edges.

For those customers who want and need a device like this, it?s a great choice. Because it is such a nifty tablet, I wouldn?t feel bad at all spending $199 of my own money on one. Or even $299 for the 8.9-inch model ? all the while recognizing its limitations. The KFHD is not in the same class as an iPad, but it doesn?t have to be for its target audience. And that?s the point. It does only what it?s intended to do, and does it well.

ARLINGTON, Va. New software that takes advantage of mobile devices to streamline civilian assistance operations has received encouraging feedback from Marines who tested it this month during one of the largest annual multinational military exercises.

Funded by the Office of Naval Research (ONR) and Marine Corps Systems Command (MCSC), the Marine Corps Civil Information Management System (MARCIMS) helped Marines manage, track and analyze construction projects, health engagements and civil affairs in Thailand Feb. 11-21 during the 32nd Cobra Gold exercise, organized by U.S. Pacific Command in conjunction with the Royal Thai military and several other participating nations.

The development of MARCIMS aligns with the Marine Corps Science & Technology Strategic Plan, which calls for enhanced command-and-control systems for "better decision-making, collaboration and shared understanding" across the range of military operations.

"The Marine Corps has always been called on to do more than fight, and this technology brings to their fingertips the kind of information they need to manage resources and understand the sociocultural environment for a variety of civilian-military operations," said Martin Kruger, MARCIMS program officer from ONR's Expeditionary Maneuver Warfare and Combating Terrorism Department.

MARCIMS combines technologies developed by ONR to create a seamless system for collecting and analyzing information and tracking projects, such as the construction of a school or a community health engagement. The system combines the use of smartphones and tablets with a semantic "wiki" site that can be updated instantaneously as information is gathered in the field.

Personnel in the field during an exercise such as Cobra Gold normally would record information in individual notebooks and computer files, making it difficult to analyze data, keep track of projects and follow trends.

MARCIMS enables users to share, organize, visualize and analyze this data within the context of demographics and geography. The tool has given Marines, particularly the III Marine Expeditionary Force (III MEF), an unprecedented level of situational awareness as they work with representatives from several other countries during Cobra Gold.

Marines have used the system for everything from daily briefings to calling in more lumber for construction projects. In addition, it has provided a clearing house of civil information in the areas the III MEF has been dispersed throughout Thailand.

"I found the MARCIMS device and associated wiki page to be an excellent command-and-control tool," said Maj. Jared C. Voneida, deputy commander of the Combined Joint Civil Military Operations Task Force, a military unit responsible for carrying out civil-military operations and the primary user of MARCIMS at Cobra Gold. "A substantial amount of man-hours were saved daily by not having to spend time manually inputting raw data from the field into a database."

ONR and MCSC will continue to evaluate feedback from the exercise and further refine MARCIMS for future tests and acquisition.

Detroit Mayor Dave Bing and the City Council oppose a state takeover in part because they would lose much of their power to the emergency manager. And bankruptcy is the last thing they want.

While that emergency manager could recommend putting the city into a Chapter 9 bankruptcy, which is reserved for cities, few experts expect that to happen.

?This is too critical and it is too important to the state to be left to the dynamic uncertainty of a Chapter 9 process,? said James Spiotto, an attorney with Chapman and Cutler in Chicago and one of the leading experts on municipal bankruptcy. ?Chapter 9 is time-consuming, uncertain, expensive and unpredictable.?

Not only could it be messy for Detroit, but also for other Michigan cities whose credit worthiness might be questioned, experts said. Instead of stanching the bleeding, it might spread it.

General Motors Corp, which has its headquarters in downtown Detroit, filed for Chapter 11 bankruptcy in 2009. It received a bailout of US$49.5-billion from the U.S. government that was converted to an ownership stake once GM emerged from bankruptcy.

Detroit?s problems, including US$14-billion in long-term liabilities, cry out for a radical fix. But few expect the federal government to come to the city?s aid.

Its population has plummeted to 700,000 from 1.8 million and the departing residents took with them the city?s tax base. They left behind a glut of foreclosed homes, high crime and a city struggling to provide basic services and meet pension obligations.

Once a new state law takes effect on March 28, Detroit?s emergency manager would have sweeping powers to restructure the city. Among those powers would be the ability to replace current union agreements with ones that are more affordable for the city, said Eric Scorsone, who specializes public finance at Michigan State University.

Labour costs account for 49.5% of Detroit?s operating budget, in the fiscal year ending June 30.

Spiotto said the emergency manager has the ability to focus on problems with precision, while the Chapter 9 process is more scattered.

?Bankruptcy for the most part is a shotgun blast,? said Spiotto. That disrupts all of a city?s relationships, from its suppliers to lenders to labour, not just those at the centre of its crisis.

If it filed, Detroit would be the largest municipal bankruptcy in history, surpassing Jefferson County, home to Alabama?s largest city, Birmingham, which filed for bankruptcy in 2011 with US$4.23-billion in debt.

It would also be the first time since at least 1950 that the largest city in a state filed for bankruptcy, said Spiotto. Michigan state officials would have the power to block a bankruptcy filing.

Others have come to the brink of insolvency like New York City in 1975 and Philadelphia in 1991. Both were able to put their finances in order after state governments intervened.

States have been motivated to deal with local governments in distress by the fear that a bankruptcy could taint other struggling municipalities, worsening the problem.

?That?s the theory. That if Detroit goes under, then Flint will have to pay more and Lansing is going to have pay more and Grand Rapids and even cities in other states,? said Scorsone, referring to a ripple effect of investors demanding higher interest rates on bonds issued other metro areas.

The experience of cities that have gone bankrupt hardly encourages its use. The California city of Vallejo emerged from bankruptcy in 2011 with less burdensome union contracts and debt, but crime has soared, businesses have fled and property values have plunged.

For now, Scorsone said he thought there was a low probability of Detroit filing for bankruptcy, and many experts following the situation generally seemed to agree.

But if progress isn?t made in the next six months, that optimism could fade.

There are lingering questions about the legality of the emergency manager and the authority to alter contracts.

?Everything the person does that is controversial will be challenged in court,? said Scott Eisenberg at Amherst Partners, and a past president of the Detroit Chapter of the Turnaround Management Association.

If those legal challenges bog down the emergency manager, bankruptcy may become inevitable.

Scorsone said events playing out in Flint, a Michigan city about 70 miles northwest of Detroit, might foreshadow what lies ahead.

An emergency manager was appointed and the city?s problems improved from ?off-the-charts bad?, but some changes have been reversed in court, raising the prospect of bankruptcy, said Scorsone.

?If it doesn?t work in Flint, it probably won?t work in Detroit,? said Scorsone.

ISLAMABAD: The National Assembly on Thursday passed the Shaheed Zulfikar Ali Bhutto Medical University Bill, 2013 with majority vote amid vocal opposition by PML-N and MQM.

Since opposition members were not ready to speak on the bill, Deputy Speaker Faisal Karim Kundi asked Minister for Capital Administration and Development Nazar Muhammad Gondal to move the bill. The house subsequently passed the bill clause by clause by majority vote.

The members belonging to Pakistan Muslim League-Nawaz (PML-N) and Muttahida Qaumi Movement (MQM) stood up on their seats holding placards and chanted slogans against the bill.

Earlier, proceedings of the lower house of the parliament were suspended for some time due to lack of quorum.

After ten minutes of the session initiation, PML-N?s Hanif Abbasi pointed out the quorum. The deputy speaker ordered ringing of bells and suspended the proceedings till completion of quorum.

The proceedings resumed after a delay of more than an hour when the PML-N lawmakers returned to the house.

With enactment of the bill, medical students of the Islamabad region have been provided opportunities to get higher education.

Under the bill, the Pakistan Institute of Medical Sciences (PIMS) has been upgraded to medical university named as Shaheed Zulfikar Ali Bhutto Medical University (SZABMU). It has been empowered to confer degrees, diplomas, certificates and other academic distinctions.

All medical colleges and health institutions located in the Islamabad Capital Territory (ICT) will be affiliated with the SZABMU.

The faculty of medicine Quaid-e-Azam University (QAU) will be transferred to the Shaheed Zulfikar Ali Bhutto Medical University and ceases to exist and all students thereafter will be transferred in a six-month time.

It may be mentioned here that the PIMS is providing specialist training in 28 disciplines of medicine, surgery and dentistry. Presently 550 resident doctors are under training at the institute.

It is also providing post graduate training to the nurses and basic nursing education. The institute is also providing structured training to paramedics in various disciplines.

After passing the Shaheed Zulfikar Ali Bhutto University bill, the session was adjourned to meet again on Friday at 11 am.

I got a few questions via Twitter that I thought would be easier to answer here, rather than in 140 characters. If you have questions, tweet them to me (@maureenamullen) and I?ll try to answer as many as I can.

Because this is a new, and early, diagnosis, the Red Sox are taking the cautious approach with Napoli. And with spring training a week longer this year, to accommodate the World Baseball Classic, they have the time to do it.

Napoli had to adjust his off-season workouts, cutting out high-impact work. He has started to run and is doing agility work.
?
He?s also taking on a somewhat new position.? In the last few days he?s worked out at first base after the team?s regular workout, taking about 100 groundballs.
?
He does not have a schedule for when he will get into games yet, but it could be early next week.

At two years, and $10 million, the plan will be for Gomes to be the regular left fielder. But his career splits are significantly better against lefties -- .284 batting average, .382 on-base percentage, .512 slugging percentage ? than against righties -- .223/.307/.425.

Manager John Farrell has said he would not limit Gomes. If Gomes shows he can handle righties, he?s going to continue to get the chance.? The Sox will be looking to see how Gomes responds in spring training and early in the regular season.


Barring anything unforeseen, Rubby De La Rosa will most likely start the season in the minor leagues. After Tommy John surgery in August 2011, De La Rosa ? whom the Sox acquired as a player to be named in the August blockbuster trade with the Dodgers -- pitched a total of 13 2/3 innings last season ? two-thirds at the major league level. When he was officially acquired in October, he immediately became one of the Sox? top pitching prospects ? with the ability to flash triple digits on radar guns.

De La Rosa, who turns 24 on March 4, has never thrown more than 110 1/3 innings in a season. That was in 2010, between the Dodgers? Single-A and Double-A affiliates. In 2011, before he got hurt he pitched a total of 100 2/3 ? 40 at Double-A, 60 2/3 with the Dodgers.

For all of that, the Sox are going to bring him along slowly this spring. Farrell has said De La Rosa will pitch no more than two innings in any outing this spring.? He will appear in his first game Sunday, following starter Jon Lester.

However, will we see him in the big leagues at some point this season? ?That is a possibility, depending upon how the major league staff performs this season.

Toronto-based SaaS Enterprise Safety Company Field ID Acquired By Security Hardware Maker Master Lock

We've heard the deal involving the five year-old startup was in the tens of millions, however, and that the company's angel investors were very pleased with the arrangement. The purchase nets Master Lock an entry into the software market, something it's been looking for according to Field ID CEO Somen Mondal.

'Vulcan' Warps Into Lead in Pluto Moon Name Contest

For William Shatner, the actor who portrayed "Star Trek" captain James T. Kirk, naming one of Pluto's moons "Vulcan" is the only logical choice, and more than 100,000 apparent Trek fans agree.?

Shatner proposed "Vulcan" as a potential name for one of Pluto's moons, the recently discovered P4 and P5, as part of the Pluto Rocks contest launched by the SETI Institute on Feb. 11. Now, Vulcan?? which on Star Trek is the home planet of Kirk's pointy-eared first offer Spock?? has a commanding lead worthy of Kirk, it seems.

"I think we are over 100k votes for Vulcan on PlutoRocks.com that's wonderful!," Shatner wrote from his Twitter, @WilliamShatner yesterday (Feb. 19).

Vulcan is currently in the lead, taking more than 100,000 of the 325,800 votes cast. Cerberus and Styx are running in second and third with about 75,000 and 70,000 votes respectively, but officials at SETI will take other factors into consideration when deciding what to name the moons. ?[See photos of Pluto and its moons]

Shatner also suggested that SETI add Romulus ? the Roman god of fire and the twin brother of Remus in the Roman foundation myth ? to the list of possibilities, but?SETI officials nixed that name because it was also the name of an asteroid's moon elsewhere in the solar system. In Star Trek lore, Romulus is the home planet of the Romulan alien race.

Pluto has five moons that astronomers currently know of. Scientists first caught sight of Pluto's largest moon Charon in 1978, but it was not until 2005 that astronomers discovered two other moons (Nix and Hydra) using the Hubble Space Telescope.

The moon P5 was discovered in 2012, also using the Hubble telescope. The moon P4 was discovered in 2011.

Once voting on the Pluto Rocks website closes on Feb. 25, SETI will review the contest and make recommendations for naming P4 and P5. Ultimately, the International Astronomical Union is responsible for naming the moons. While the IAU will take the contest results into consideration, the organization still has final say over what the tiny moons are named.

A new batch of written-in names was also added to the list on Feb. 14, two days after Vulcan was accepted on Feb. 12.

"By the way, if you are a fan of one of our eight most recent additions to the ballot, please don't give up!" Mark Showalter of SETI wrote in a blog on Feb. 18. "They may be way behind in the voting, but we realize that they had a big disadvantage by not appearing till Thursday. A late surge of support is something we would surely notice."

SETI's Pluto moon name voting polls will remain open on?plutorocks.com?until 12 p.m. EST (1700 GMT) on Feb. 25.

Multiple tests needed to detect infection in low birth-weight newborns, study suggests

Feb. 20, 2013 ? New research by Case Western Reserve University School of Dental Medicine and Yale University School of Medicine finds that cultures commonly used to detect bacterial infections in low birth-weight newborns with early onset sepsis may actually overlook some germs.

The research done at Case Western Reserve supports the need for multiple detection methods, such as DNA genomic analyses and other independent culture technologies, to identify bacteria that culturing may miss, said Yiping Han, professor of Periodontics and Reproductive Biology at the Case Western Reserve dental school and the corresponding author on the study.

An analysis of 44 prematurely-born babies, the majority of whom were diagnosed with early onset sepsis, was published in the journal PLOS ONE article, "Comparative microbial analysis of paired amniotic fluid and cord blood from pregnancies complicated by preterm birth and early-onset neonatal sepsis."

"Culture independent technology has broadened our scope of understanding human pathogens," said Han. The testing, under the lead investigator and Case Western Reserve postdoctoral scholar Xiaowei Wang, analyzed umbilical cord blood and amniotic fluid samples from Yale University medical school.

The researchers found more than 20 bacterial species not discovered using standard culturing. Some of the uncultured species appeared in both the cord blood and amniotic fluid samples.

The uncultured bacteria were detected with DNA genomic analysis that Han's lab had used in a prior study that discovered the link between oral bacteria that causes still- or premature-births due to infected amniotic fluid that is supposed to be a sterile environment.

"By using molecular biology identity tools this is the first time we have shown that same microbes could move from the amniotic fluid into the fetal bloodstream," said Dr. Catalin S. Buhimschi, MD, from Yale University's Department of Obstetrics, Gynecology and Reproductive Sciences.

The bacteria enter the fetus' blood after the fetus ingests the amniotic fluid in the lungs or gastrointestinal tract.

Han said the discovery is further evidence of how oral bacteria travel into the maternal blood stream and eventually through the cord blood and amniotic fluid to the baby.

Researchers detected such uncultured bacteria as Fusobacterium nucleatum, which has a key-like mechanism that opens blood-vessel and cell walls to infect other areas of the body.

Han said DNA testing techniques were able for the first time to detect the oral bacteria -- Fusobacterium nucleatum, Begeyalla and Sneathia sanguinegens -- that brought on early neonatal sepsis and put newborns at risk of dying shortly after birth. Among these, Fusobacterium nucleatum was found at the same high frequency as the well-known Escherichia coli, putting the former on the same importance scale as the latter.

Early sepsis develops within 72 hours of birth. Its symptoms are varied, from apnea to low body temperatures. Four of every 1,000 births in the U.S. develop the infections.

Baby's blood or spinal fluid is cultured for bacteria. A positive culture confirms sepsis, but many babies exhibit the symptoms of infection unconfirmed by culturing.

Standard management is to administer antibiotics for three days while doctors monitor the response to treatment.

Dr. Vineet Bhandari, MD, DM, associate professor of Pediatrics, Obstetrics, Gynecology, and Reproductive Sciences and director of the Program in Perinatal Research at the Yale University School of Medicine, raises concerns that widespread use of antibiotics could increase antibiotic-resistant bacteria when the exact bacteria are not targeted.

"This research is important in finding the right bug to target for antibiotics," Bhandari said.

Detecting bacteria is also more complicated if the mother has an infection prior to birth and is treated with antibiotics, the neonatologist said. Bhandari explained that treating the mother eliminates many cultured bacteria, making it difficult to determine what is infecting the baby.
